In the meantime, I was not bothered by calls from the minister's office Odović - thanks to Odovic and thanks to God - so all the conditions are ripe for me to look back, as I promised in the last issue, on a case that I would call... OK, at the moment I don't have a suggestion for the name of that unique case, but it is very likely that I'll think of something - in the meantime.
I don't know if you watched the TV duel: Investor Šajo (Group) vs. Representative of the citizens of Block V and Block VI in Podgorica - codenamed Stanar - which was broadcast on television by so-and-so, by host so-and-so - sister and brother of each honest Montenegrin women and every honest Montenegrin man - and within the program so and so, broadcast last Wednesday in the early hours of the morning... Was it Wednesday? Wednesday, definitely... And on the subject of investor Šaj's bizarre plan to build a Hotel (****), if not in the middle, then next to the roundabout at the former intersection of Meša Selimovića and Blaža Jovanovića streets, between Block V and Block VI, in Podgorica - a plan against which we from Blokopeti and Blokošesti, supported by our mothers, sisters, wives and daughters - and led by our Representative, another Tenant - stood up in unison.
If you watched that duel, which in many respects was of a historical nature, I think that it may happen that someone will be interested in my comment - and if you haven't - you must watch it - it is a paradigmatic event in the domain of the general discourse about our area - about the area of the State of Montenegro , that is, about the area of the City of Podgorica.
Specifically, we are talking about a space that, from Shaj's perspective, belongs only to Shaj - and only Shaj is wondering - and from our perspective, from the perspective of us citizens from the surrounding buildings, that space belongs not only to Shaj - but also to all of us - and especially to us who would be condemned to live in the shadow of Shajo's Hotel (****) until doomsday - in the event that Shajo, God forbid, realizes his extremely bizarre plan in the foreseeable future.
The first thing you will notice, if you embark on the adventure I propose to you, will be that we - the citizens of Blocks V and VI - do not demand the suspension of all activities related to the realization of Šaj's plan to build the Hotel (****), if not through, and that along the roundabout itself, because Shaj's plan conflicts with common sense, that is, with the so-called public interest - our interest - the interest of the citizens of Blocks V and VI, and then the interest of all the citizens of Podgorica - but we insist on a whole series of incredible irregularities in the process that resulted in Stevket's pattern, with its associated seal, on Šaj's conceptual solution, i.e. Šaj's construction application with the Ministry of Ecology, Spatial Planning and Urbanism, i.e. Odović's Ministry of Spatial Planning, Urbanism and State Property - and by erecting a fence around Šaj's Urban plot, i.e. the construction site.
In the formal and legal sense, it was the right and only way, I'm not saying it's different. Our friend Stanar is a well-versed lawyer - and, as such, strictly adheres to the facts and the law. We insist on the fact, for example, that the lower order plan - Detailed urban plan "Residential community VI Kruševac - part" from 2018 - which foresees Šajov Hotel (****) on Šajov's urban plot - UP1, Block 19 - is not aligned with the higher-order plan - the Spatial-Urban Plan of the Capital City of Podgorica, from 2014 - which means that the PUP GGPG foresees a roundabout at the intersection of Meša Selimovića and Blaža Jovanovića streets, but the roundabout does not appear, by some miracle , in the DUP "Housing Association VI Kruševac - part" - not to mention, rather, the very controversial fact that the (former) mayor Vukovic sold to Investor Šajo such and such plots, owned by the State - and given to GG PG for use - so that Investor Šajo could complete his UP1 - and thereby duplicate both his original plot and the gross developed construction area of the Hotel object (****) that he intended to build, if not right in the middle of the roundabout, but right next to the roundabout.
So, we watched two respectable citizens, in every respect - moreover, inexperienced in TV duels and under the porch - as they exchanged very complex arguments in front of the cameras - and that on professional issues that do not belong to the domains of their expertise - so that the duel in certain moments reminded to the first hearing of the main trial - or to a marriage counseling session - that is, to marriage therapy - and not to a professional, constructive discussion, the goal of which would be to present the very essence of the problem to the audience. Aside from the fact that it was quite obvious that a lot of time and energy was invested, on both sides, in order to clear things up - which unfortunately did not happen - because it was hard for the audience, in the end, to understand what it was all about. that's where it actually works.
So, about the essence in the next, or in one of the following issues...
Again, if it wasn't for the other Tenant, who selflessly and very decisively stood up for our common problem - investing in that problem, as I said, a lot of time and a lot of energy - the epilogue of this episode from the decades-long epic about the glorious warfare of us citizens in defense of the right to the space we consider our own - it would certainly not be positive - so I thank him, on my behalf.

And then Minister Odović informed us - immediately after the third session of the Government, held on Thursday, November 16 of the current year - that the Decision was passed on, I quote: "... ban the construction of Hotel investor Šajo" - and how at this moment (Thursday , November 16, 18:00 p.m.) on the Internet address gov.me, the aforementioned Decision was not made available to the public for inspection - and I believe that it is, specifically, the suspension of the Application for the construction of an object on KP 1142/6, 1142/16, 1142/17, 1142/29 and 1144/5 KO Podgorica I, the capital of Podgorica, i.e. on part UP1, Block 19, in the scope of the Detailed Urban Plan "Residential Community VI Kruševac - part", which was submitted by the investor Šajo DOO Podgorica and which was duly registered in clerks of the Ministry on June 16 of the current year - I leave the interpretation of that Decision for one of the following Saturdays.
And once again - a big thank you to the other Tenant and to everyone who (also) won the victory in my name - the ban on construction, if not exactly on the roundabout, and then next to the roundabout between Block V and Block VI.
