Some very logical questions

It's been three years since I confessed to you, here, in this same place ("Playing comita and gendarmes", September 18, 2021), that events in our so-called socio-political space negatively affect my ability to focus (fully) on the happenings in our physical space - on the happenings that would - by definition - should have been in a narrow field - or at least in a narrower field - of my interests - but here - it turns out that I continued to plow the hard field - and the only thing I have to say in my defense, in this, in many respects unique historical moment - with the statement that the events in the so-called physical space is only a copy (as the Croat brothers would say) of the happenings in the so-called socio-political area - is that I am seriously counting on an apartment in a paradise settlement - at least three bedrooms - full equipment, of course - with a view of the so-called deep space - and that has its own price, doesn't it...

The latter events - this current one - have a negative effect, to be completely honest, on my overall ability to focus - if I exclude family and routine operations (daily routines - daily operations that mean life). Even if I managed to focus on the so-called spatial problems - and came to some constructive conclusions - again I would not know to whom to serve those conclusions. To the general public or exclusively to the professional public (with the remark that comrades Lakovic i Mitrovic, with the help of friend Biserka, long ago shut down "Pogled", the professional journal of the Chamber of Engineers of Montenegro)? Or directly to the minister Radunović? Or, even better (and even more directly) - the Prime Minister I will connect?

"Insist, in this incredible moment", I cheered in this same place three years ago, "on the necessary systemic reforms in all fields and in every domain - even in the field of space management, that is, in the domains of spatial planning, urbanism, construction and solutions problems of illegal construction - it is futile work - banging one's head against the wall - because it is more than obvious that there is no will - and no strength - to change anything - and least of all the extremely harmful DPS models of exercising/practicing power".

At this moment - in many ways more incredible than that incredible moment from three years ago - the chances that someone from the so-called of the ruling structures to think of changing something - they were reduced to zero.

And if it's not up to me?

Maybe everything is fine - and I'm making up problems - dealing with problems that don't exist - nor have they ever existed?

I don't know, I'm not smart...

If it is judged on the basis of questions and sub-questions related to my text last Saturday - questions and sub-questions that ended up in my inbox - and not in Comrade Laković's inbox, or in the inboxes of comrades Vuković, Barović i Svetislav Gavrilov - and indispensable friends in the inbox Izgarevic Pavicevic - it will be that I am still obliged to decide on at least that one, essential question: what did the poet actually want to say last Saturday? - because the meaning of my last Saturday's text, most likely, escaped some of the interested individuals who embarked on the adventure of reading and interpreting it.

I am obliged to point out, in that name, that my last Saturday's text was not intended for a wide audience - regardless of the fact that (in some magical way) it received over 10.000 so-called views - which does not mean, please, that 10.000 people read the text - if 100 people read the text - every 100th reader who opened the text - of which some ten or fifteen readers remained in doubt - then it would be, at least as far as I'm concerned, an outstanding result.

OK, if we start from the fact that Comrade Laković is the current president of the Assembly of the Chamber of Engineers and former president of the Chamber of Engineers of Montenegro - from April 2019 to October 2021 - just at the time when the notorious Detailed urban plan "Gorica C" (October 1, 2019) - led by citizens who are permanently settled within the scope of the mentioned DUP and who started a series of protests against the construction of a multi-storey building in Beogradska Street in mid-February last year - a whole series of very logical questions (which, I'm afraid, no one has asked until now).

First, the IKCG was founded, according to the IKCG website (ingkomora.me), "with the aim of guaranteeing expertise through the actions of its members, individually and as a whole, as well as through the verification of companies for the performance of certain tasks in the preparation of planning and technical documentation and the construction of facilities in these activities, in order to protect the public interest and the protection of third parties".

It guarantees, he says, expertise in the preparation of planning documentation, and with the aim of protecting the public interest... (which, I believe, also applies to cases when business entities engaged in the preparation of our planning documentation are registered in our neighboring brotherly country of Serbia - and they inflict, with their action, obvious damage to the territory of this country, and at the same time to the citizens of this country).

And how is it possible that at the end of February last year, the citizens happened in Beogradska street - led, no less, by the president of the Assembly of the IKCG - that is, the former president of the IKCG - the umbrella professional organization in Montenegro? Why did IKCG not protect the public interest in time?

Are we to conclude, Comrade Laković, that you, in front of the IKCG, did nothing to prevent the adoption of the notorious DUP "Gorica C"? Is it possible that none of the planners and architects/urban planners - members of the IKCG - did not think to raise their voice at the time that was scheduled for the public debate on the Draft DUP "Gorica C" - in September or October 2018 ?

Why at least the very agile Kanice (Who if not Mica Kana and seven Kanice, young architects) didn't line up around the houses and apartments within the scope of the Draft of the DUP "Gorica C" at that time and get the citizens on their feet? I don't believe that they didn't know then, in September and October 2018, what was in store - and what the adoption of the DUP "Gorica C" would mean.

Comrade Laković, how do shameful planning documents happen to us that have made numerous citizens unhappy - not only in Podgorica, but also in the whole of Montenegro?

How did we, Comrade Laković - and why - did we allow planning and urban planning practice - complete with the planning and urban planning profession - to become meaningless?

Shall we state, Comrade Laković, that for a long time nothing stands between greedy and unscrupulous investors and their friends at the top of the government - and the unfortunate space that we consider our own and to which we swear?
