The Government today adopted a Regulation amending the Regulation on the criteria and manner of awarding the status of distinguished cultural creator. According to a statement from the Government, the reasons for adopting amendments to the Regulation, as emphasized in the discussion, lie in the fact that the existing solution determining this status is anachronistic, outdated and outdated because the activities of artists and experts in culture are recognized in various fields, in accordance with regulations in the field of culture, and the current Regulation does not recognize them, which was the basis for this innovative solution to comprehensively recognize the areas of activity.
In addition, the innovated Regulation has particularly strengthened the role of professional associations, which can independently submit a reasoned proposal to the Ministry of Culture and Media for the award of the status of distinguished cultural creator.
"Also, considering the fact that the proposed amendments define the areas in which the status of distinguished cultural creator is awarded, and that special attention was not paid to the role of professional associations in the work of the expert commission, and that the procedure for selecting the current individual members of the expert commission was not clearly prescribed, there is a need for a more precise definition and innovation of its members, all in accordance with comparative experiences and best practices of countries in the region," the Government said in a statement after today's session.
The Regulation on Amendments to the Regulation on the Criteria and Method of Awarding the Status of Distinguished Cultural Creator states that it can come from the fields of literary, musical, fine and visual arts, film, theatrical and stage creation, and cultural heritage.
The new solution stipulates that the awarding of the status of distinguished cultural creator will be decided by an expert commission, which should be established by the Ministry of Culture and Media, and which should consist of representatives of the University of Montenegro, the Montenegrin Academy of Sciences and Arts, the Film and Music Center of Montenegro, and the Association of Writers and Visual and Dramatic Artists. The commission, whose mandate should last one year, should consider the initiatives and determine the proposals of candidates for the awarding of the status of distinguished cultural creator by October 31.
