I fear that the historiography of architecture, urbanism (now defunct) and spatial planning (what was PP?) in these rugged, mountainous and god-forgotten areas of ours - will remain deprived of information about the criteria - or rather the motives that stood behind the appointment of our dear colleague - fanfare please: Nebojše Adžić! - for the President of the Council for the Revision of Amendments to the Spatial and Urban Plan of the Capital City of Podgorica.
The decision to appoint President Adžić and the members of the aforementioned Council was signed by none other than - fanfare please: Minister Slaven Radunović! - I know that, but I don't know if the aforementioned decision was made public - I haven't managed to dig it up on the Net, even with superhuman efforts - and even if that decision was made public - I would bet, for all my money, that Minister Radunović's explanation regarding the appointment of his colleague Adžić was not provided with that decision - so we can only speculate about the motives behind Radunović's decision to appoint his colleague Adžić - and not someone else - as the president of the Council for the Revision of Amendments and Supplements to the GGPG PUP...
Let me remind you that my colleague Adžić is the laureate of the "Golden Plumb" for 2018 - a prestigious award awarded every nine years by the Association of Architectural Theorists and Architectural Critics of Montenegro (STA & AK CG) for exceptional contribution to the enrichment of the space of our rugged, mountainous and God-forgotten country through socially responsible activities in the fields of architecture, urbanism (now defunct) and spatial planning (what was PP?).
The Explanation of the Decision on awarding the "Golden Plumb" for 2018 to colleague Adžić - and not to someone else - states, among other things, that colleague Adžić received this flattering recognition by decisively putting an end to the decades-long saga of the House of Revolution - the saga of the haunted building in the center of Nikšić - the city of beer, steel and bohemians - which automatically entails forgiveness (indulgence) of the countless sins that colleague Adžić committed in his youth - and also sins - and this is stated in the explanation - that colleague Adžić will undoubtedly commit in the future.
“Nebojša Adžić is our brother,” the Explanatory Memorandum states, “the knight who dismembered the Blue Dragon of Nikšić - and with that act opened a new chapter in the morphogenesis of Nikšić - the second largest city in Montenegro. Bearing in mind this incredible move and thanks, above all, to this very move - in the history of Montenegrin architecture, a file has been opened: “Nebojša Adžić” - and arranged in the folder: “Hall of Fame of Montenegrin female architects (many young, many sweet) and male architects (equally young, equally sweet)”.
And as for those old linden trees that my colleague Adžić neatly swept away from Trg Slobode in his hometown NK - they are about ten years old - we forgot about that...
After the hated DPS was defeated in the parliamentary elections held back in 2020 - on August 30th - the public activities of colleague Adžić were reduced to an absolute minimum - only for colleague Adžić to emerge at the very moment when he needed to replace the recently deceased Svetislav G. Popović in the position of President of the Council for the Revision of Slaven's Amendments and Supplements to the GGPG PUP - which is to say that they are repeatedly checked and proven personnel who were at the mercy of the previous regime - with the remark that Minister Radunović growls a little when he says the word "regime" - RRRegime, says Slaven - they are very often at the mercy of the current RRRegime - which does not surprise us at all, of course.

I will remind you that at the 92nd session, held on July 31st of this year, the Government Milojko Spajić - the so-called Miloj's Government - adopted, among other things, the Decision on amending the Decision on the Appointment of the Council for the Revision of Planning Documents (SLCG 98/2025, dated 3 September 2025) - this is a list containing the names of 46 engineers - many young, many cute - and also prominent experts in the fields of: architecture, civil engineering, spatial planning, forestry, agriculture, geodesy, and again a few from the field of civil engineering and finally - landscape architecture - there are no engineers from polytechnics, I must note - but that's why we have 21 more names (so we have 67 names in total) - representatives of the so-called local governments - the Royal Capital, the Capital City and all municipalities in turn - except for the Municipality of Zeta.
There is no representative of the Municipality of Zeta, definitely - I checked three times...
Unless it's a lady. Milanka Baljevic, B.A. in Chemical Engineering - whose name does not say which municipality she represents...
Anyway, position No. 1 on the list of appointed members of the Planning Documents Review Council is occupied by none other than - fanfare please: prof. Dr. Svetlana Perović, B.A. in Arch. - or Dean - which is OK, if you ask me, because at this moment there is no one, besides Ms. Perović - Dean of the Faculty of Arts of the University of Montenegro - who would be worthy of replacing the aforementioned, recently deceased Svetislav G. Popović at position no. 1.
So then we have, in order, at position no. 2 - Prof. Dr. Veljko Radulović, B.A. in Arch. - Ms. Perović's first aide, and also the person many see as the dean of the Academy of Sciences of Montenegro after Ms. Perović's second term expires - is indispensable in position no. 3. Dr. Sonja Radović Jelovac B.A. in Architecture - and in position no. 4 is - fanfare please: Aleksandra Tošić Jokić, B.A. Arch. - Manager of the preparation of Slaven's Amendments and Supplements to the GGPG PUP - and so on, in order, up to position no. 11 - Nebojša Adžić, B.A. Arch. - ending with position no. 15 - Semir Bucan, B.Sc. Eng. arch.
And since, I will repeat, I have not had the opportunity to review Slaven's Decision on the Appointment of President Adžić and the members of the aforementioned Council for the Revision of the Amendments and Supplements to the Spatial and Urban Plan of the Capital City of Podgorica - and I would bet, as I said - and I would bet for all my money - that no explanation was given with that decision - I have no choice but to assume that Minister Radunović ordered - Mrs. Perović, says Minister Radunović, I would be immensely pleased if you would accept the position of President of the Council for the Revision of my SPA, or rather, by your full name and surname: Amendments and Supplements to the Spatial and Urban Plan of the Capital City of Podgorica - No, Mr. Minister, please, says Mrs. Perović, I am deeply convinced that I am not up to the task - and so on, in order, all the way to No. 11 - Your decision, Mr. Minister Radunović, brings tears to my eyes, says my colleague Adžić, I did not deserve such an honor...
And in the end, I have nothing left to do but congratulate my colleague Adžić - congratulations to my colleague Adžić! - from the bottom of my heart...
