"A serious architect and planner," shouts the gentleman from there. Mujović, the mayor of Podgorica, the capital of this rugged, mountainous and God-forgotten little country of ours, "you cannot bring it for the money that we receive here today and can offer."
Little money, little strength...
It is difficult to distinguish whether this “architect and planner” refers to two serious people - a serious architect and a serious planner - who would work for “this money” - for two salaries - or whether Mr. Mujović prefers “architect and planner” in one serious person - who would work for one “this money” - for one salary.
Joking aside, if we have a mayor who is ready to work day and night for the benefit of all citizens of a city that is becoming less (and less) attractive place to live day by day - and for "this money" - I don't see why our mayor, Mr. Mujović, wouldn't simply line up a local architectural and planning staff - with the indispensable News from Mitrovic, president of the Chamber of Architects and Planners of Montenegro - and picked out what he could pick out for "this money".
This is, of course, a (legal) obligation to establish a Podgorica Spatial Planning Agency - which should not be confused with the existing Podgorica Secretariat for Spatial Planning and Sustainable Development - greetings Gavro Vuković, acting secretary - and the Agency for Construction and Development of Podgorica - which, it should be emphasized, is driven by the motto: "We do not allow average to surface as quality" - and all this for "this money" - and not for some other (larger) one.
The Law on Spatial Planning - one of the three so-called Slavenova of the Code - is quite explicit - Processor of a planning document, Article 34 - and it says, paragraph 1: "The planning document is prepared by a company that meets the conditions prescribed by this law (hereinafter referred to as the processor), namely:/ 1) a company established by the Government for the preparation of state planning documents;/ 2) a company established by the assembly of local self-government units for the preparation of local planning documents." - and we also have Article 142 - Deadline for the establishment of a company for the preparation of a planning document - which says: "The company referred to in Article 34, paragraph 1 of this Law shall be established within 60 days from the date of entry into force of this Law." - no mention of the company referred to in Article 34, paragraph 2 of this Law - I cannot even guess what the reason for that is - but, in any case, the aforementioned Mr. Mujović, the mayor, obviously does not have to rush - which is OK, in essence - because we know that everything that is quick is also short...
Aside from the fact that I don't quite understand why a planning document is created by a processor - the producer creates it, I guess, and the processor processes it.
However, the fact that the Directorate for Spatial Planning exists within Slaven's ministry - which, it seems, does not deal with spatial planning - specifically - was ignored, and therefore the Company from Article 34, paragraph 1 of Slaven's Law on Spatial Planning was established - by the Decision on the Establishment of the Limited Liability Company "Agency for Spatial Planning of Montenegro" (SLCG 55/2025, dated June 3, 2025) - which the Government Milojko Spajić adopted at the 80th session, held on May 15 of the current year - shortly followed by the "Statute of the Limited Liability Company "Spatial Planning Agency of Montenegro" (SLCG 75/2025, dated July 16, 2025) and the Decision on the Appointment of Members of the Board of Directors of the Limited Liability Company "Spatial Planning Agency of Montenegro" (SLCG 88/2025, dated August 5, 2025) - with the mandatory Decision on the Amendment to the Statute of the Limited Liability Company "Spatial Planning Agency of Montenegro" (SLCG 96/2025, dated August 21, 2025) - concluding with the Decision on the Appointment of the Executive Director of the Limited Liability Company "Spatial Planning Agency of Montenegro" (SLCG 115/2025, dated October 10, 2025).
Of course, no one was surprised by the appointment - fanfare please: ladies Svetlana Jovanović, MSc, a graduate spatial planner, for the Executive Director of the Spatial Planning Agency of Montenegro - it is sufficient to verify the Application Form of Ms. Jovanović for the delegate of the Assembly of the Chamber of Architects and Planners of Montenegro - which was decided - and decided positively, of course - at the Founding and Election Session of the Chamber of Architects and Planners of Montenegro on September 3 of the current year - where, among other things, Ms. Jovanović listed her references, in order: "Many years of experience as a responsible planner in managing and developing planning documentation; Many years of experience in managing the planning and design company RZUP; Experience in communication and cooperation with all institutions of Montenegro; Experience with reference teams and institutions of the region and beyond; Development of a large number of strategic spatial plans in Montenegro" - including, I must (especially) emphasize - the development of the Spatial Plan of Montenegro until 2040 - and continuously - since December 26, 2019 - when the Government Duško Marković adopted the Decision on appointing the manager of the Spatial Plan of Montenegro and the amount of compensation for the manager and the expert team for the development of the Spatial Plan - until June 26 of the current year, when Milojko's Government adopted the Decision on the adoption of the Spatial Plan of Montenegro (SLCG 68/2025, dated July 1, 2025).
And all of this, of course, for "this money", and not for any other - so I am stunned, to say the least, by Mr. Milatović, the President of Montenegro, to award the Order of the Montenegrin Flag, Third Class, on the occasion of Njegoš Day - to Ms. Jovanović - the head of the development of the Spatial Plan of Montenegro until 2040.
I am afraid that President Milatović cannot even imagine how much sacrifice was required for five long years and a change to pack the Spatial Plan of Montenegro until 2040 - and finally pack it - how many horns had to be arranged in a bag - and survive - and let Mrs. Jovanović not be blamed for not being crowned with the Order of the Montenegrin Flag of the Third Order - Milojkov's Decision on her appointment as the executive director of the Limited Liability Company "Agency for Spatial Planning of Montenegro" is a worthy crown of an impressive career in all respects - and at the same time it is a guarantee - when it comes to planning - what was planning, by definition? - that we continue in the same pathless ways - and all for "this money", of course.
Let's move on, for the same "this money"...
And let's just see who Mr. Mujović will put on the Board of Directors, and who he will head the Podgorica Spatial Planning Agency - and for "this money", of course - and not for some other one.
Just hope Mr. Mujović doesn't choose an expert - and that expert quits after a month - as happened (once) to Mr. Radunović, the minister - and we also know that there are few serious heroines here like Ms. Jovanović - who rides through fire and ice on a mad horse - equally - and for "this money" - and not for any other...
