I didn't tell you that - fanfare please: The Founding, Electoral and Constitutive Session of the Assembly of the Chamber of Architects and Planners of Montenegro - was held at the Music Center of Montenegro (MCCG) in Podgorica, on September 3rd last year - on which occasion "the bodies of the Chamber were elected: the Assembly, the Council and the President".
The Electoral and Constitutive Session of the Professional Chamber of Architects at the Engineering Chamber of Montenegro (IKCG) - which was held at the Hotel "Voco" in Podgorica, on September 20, 2021 - in the midst of the fight against COVID-19 - I did grace the occasion with my presence, I must admit - at that time I was full of hope for a better tomorrow - I was even ordained as (one of 12) delegates to the Assembly of the Engineering Chamber on behalf of the Professional Chamber of Architects - but it turns out that in the meantime I have become very disappointed in both the IKCG and the SKA at the IKCG and the Assembly of the IKCG - and most of all in the so-called decision-makers in both mentioned chambers - so I still did not appear at the Music Center on September 3rd of last year - and did anyone miss me - I doubt it, honestly...
And my membership expired in the meantime - and I didn't even think about renewing it...

I will remind you that in one of the three so-called Slaven Codes - the Spatial Planning Code (ZoUP) - we have Article 148 (Organization and work of the Chamber of Architects and Planners of Montenegro), which nicely states - paragraph 1: "The Chamber of Architects and Planners of Montenegro shall be established within six months from the date of entry into force of this law." - and since Slaven ZoUP entered into force on March 4 last year - we should commend the team behind KAiP - because that team strictly adhered to the letter of ZoUP.
I will also remind you that on April 24th of last year, the Engineering Chamber of Montenegro/Professional Chamber of Architects announced a "Public competition for the conceptual design of the visual identity of the Chamber of Architects and Planners of Montenegro (KAiP)" - and already on May 29th of last year - after those months and a few days - young architects were informed that the respected Commission for the selection of the best conceptual design "made a unanimous conclusion that none of the submitted conceptual designs adequately reflect the character of the future Chamber of Architects and Planners of Montenegro" - and therefore "did not select any of the submitted competition designs, and makes a decision to cancel the Public Competition".
And those from IKCG/SKA also say that in the Public Competition Announcement they referred to the Copyright Act - which states that only awarded solutions are published - or (only) that one awarded solution in this case, because it was planned that the entire "prize fund" - those 2.000,00 euros - in net amount - would be awarded to the winning work - and since there was no winning work, the public was denied insight into the submitted conceptual solutions - and young female architects - very young, very sweet - and equally young and equally sweet male architects - were given the opportunity to review the submitted conceptual solutions live - in the premises of IKCG.
It doesn't say what the aforementioned Commission is - a cheerful group gathered around News from Mitrovic, president of IKCG/SKA - planned after the failed Public Competition regarding the visual identity of KAiP - something that would have adequately reflected the character of the Chamber of Architects and Planners of Montenegro - forever and ever, amen - with the thesis, on my part, that the aforementioned cheerful group did not invest any effort at all to adequately determine themselves according to the general identity of KAiP - which should also refer to the famous character of KAiP - and immediately after that to the guidelines for the conceptual solution of the visual identity of KAiP - and since I did not find any traces that would indicate thoughts about the identity and character of KAiP within KAiP - neither in the Public Competition Announcement nor anywhere else - I am very inclined to assume that no one has ever thought about the identity and character of KAiP - and that, accordingly, the authors of the submitted conceptual solutions were left to poke around in the issue of the identity and character of KAiP - as if it were optional - so if someone managed to poke something - good - and if he didn't succeed - just as well.
And Novica Mitrović - who appears both in the role of former president of SKA IKCG and in the role of current president of KAiP - could have addressed young architects - very young, very sweet - and equally young and equally sweet architects - with a (historical) text, for example, in Igbal's "Pogled", the IKCG magazine - on the topic of the identity and character of the future KAiP - and he could have, on the same topic, addressed the young and sweet live - from the podium at one of those very bizarre and equally meaningless events that he organizes - and left a video recording for generations of future architects - forever and ever, amen - but Noci is simply not that type - and I don't see that the members of the cheerful group around Noci are particularly agile on this issue - or on any other issue, since we're talking about issues - and they would have to, I guess, under the banner of KAiP and under Noci's undisputed leadership, to, for a start, face the fact that in this unique historical moment spatial planning and urban planning - architecture aside, for now - are at their lowest ebb since ...
And God, I'm afraid, has forgotten when, as a so-called profession, roses last bloomed for us...
Again, it would be utterly illusory to expect any engagement, on any of the million burning issues, from the delegates of the KAiP Assembly - from colleagues like Rifat Alihodžić - A world-renowned architect, and also the Le Corbusier of Bjelopolje - or Branislav - Banja - Gregović - Assistant Minister Gvozdenović for the field of spatial planning in the period from 2009 to 2011, just at the time when the unstoppable decline began and when spatial planning and urbanism were definitely meaningless - and immediately after that we had our Banj in the role of president of Gvozdenović's Spatial Planning Council of Montenegro - in the period from 2013 to 2017 - with the remark that there is hardly any written trace on the Internet about Banj's activities in the capacity of president of Gvozdenović's Spatial Planning Council...
I'd rather not mention the other dear colleagues around Novica Mitrović...
And I don't know how to react - what the DPS members would say - to the fact that Novica Mitrović was the only candidate in the elections for the president of KAiP - and that exactly seven members were proposed for the members of the KAiP Council - which has seven members - meaning exactly as many as needed - not a single member or member more than needed...
And what can I say to you in closing - when you, dear colleagues, already know everything - and better than me - you just prefer to pretend not to know - because that is exactly the price of appearing in Noci's meaningless play - which you called, with your full name and surname - fanfare please: Chamber of Architects and Planners of Montenegro...
