Who gave the wrong information?

Those few sentences that Milojko Spajic, the Prime Minister of Miloj's Government, managed to squeeze out (of himself) at Vranjske Njive on that Wednesday - March 25th - and regarding the beginning, I will quote: "... carrying out preparatory works for the construction of a facility of general interest, "Construction of Velje Brdo Boulevard", Municipality of Podgorica" ​​- the wind blew away - and the fact that (I) was ready to bet, for all my money, that this story would last (at least) three weeks - that there would be material for (at least) three sequels - that was simply (my) wrong assessment.

The merry company is back - Mrs. Spajić, Radunovic and God-fearing Mujović - with the inevitable lady Adzovic - our dear Majda - the cheerful group behind Milojko's "Montenegrin dream" of tens of thousands of housing units and millions of square meters of housing space at a very affordable price on Velje Brdo - a spacious hill on the northern outskirts of our capital city - found the opportunity to say something coherent on the subject - but alas, once again the public, as every time so far, was deprived of information that could be considered coherent.

Milojko mentioned "over 15.000 registered households" - which would refer to some fifty thousand people who, as Milojko said, believe in the "Velje brdo" Project - and Slaven gave assurances that as many apartments as necessary will be built on Velje brdo - with the implied public facilities (administration, education, health, culture and sports) and so-called central activities (business, tourism) - but not all at once - but in phases - in the first phase (only) 630 apartments will be built - God willing, is that...

Ms. Majda also mentioned those citizens who are unable to obtain an apartment at market prices - and those citizens who are currently tenants - and then she expressed sincere assurances that Miloj's government has the potential to solve "one of the most pressing issues in Montenegro" - and that, of course, at the lowest possible price - at least half the market price we hate.

It would be nice, in that regard, if, as part of the event appropriately titled "The First Shovel on Velje Brdo!", the presence of representatives of those 15.000 registered households who believe that Milojko's vision of a tough Milojkovic town on Velje Brdo would be felt, as Milojko said, "with reality."

Why didn't these people show up on March 25th at Vranske Njive? - that would be just one of thousands and tens of thousands of questions that have not been officially answered - and are unlikely to be answered anytime soon.

OK, we could speculate - but we don't seem to feel like speculating at this unique historical moment - because reality - which would especially apply to the reality with which Milojko's vision merged - could easily turn out to be more unreal than all our speculations.

So then we had an honorable councilor who is representing the Movement for ... something, I forgot what ... in the Assembly of the Capital City of this rugged, mountainous and by all gods forgotten little state - Miloj's Montenegro - a movement that stands steadfastly with Mr. Mujović, the mayor - we had, therefore, a councilor who, a few days after the First Shovel, started to browse something titled Environmental Impact Assessment Study for the Bar - Boljare Highway Construction Project, Smokovac - Tološi Section - and which appeared on the website of the Environmental Protection Agency of Montenegro (epa.org.me) on March 19 of this year - and this was based on Article 24 of the Law on Environmental Impact Assessment (SLCG 75/18) - with an official Notification, please, that "MONTEPUT" doo from Podgorica issued a decision number: 03-UPI-3607/34 of March 13, 2026 - which gave approval to the aforementioned Study.

And when the aforementioned councilor reached page 62 of the aforementioned Study - which contains "Figure 2.7-10. Map of groundwater vulnerability in the wider vicinity of the Smokovac - Tološi highway section" - he established that the aforementioned Study - "Which will be", as he said, "one of the framework conditions for announcing tenders for the execution of works on the given section" - does not follow, based on the attached maps (! - there are no attached maps, all these so-called maps are given on the pages of the Study), either the recommendations of the Spatial Plan of Montenegro, or the traffic surfaces incorporated in the Amendments and Supplements to the Podgorica Urban Development Plan - and not only that - on that picture, a wide (imperial) road is clearly visible which - God willing, is it - comes from somewhere in the direction of Zagorič and passes exactly over the archaeological site of Duklja - north of the railway - to be connected by a loop located right at the foot of the celebrated Trijebač hill - and right in the vineyard zone Vucinic (Zenta) - so from the southern, sunny side - connected with - again, God willing, is it - the planned route of the Smokovac - Tološi section of the Bar - Boljari highway.

It goes without saying that the guys and girls from Monteput doo promptly reacted - from the spot, so to speak - with a counter-claim that the councilor actually broke the pots - and they also attached a map - which, if you ask me, most resembles some kind of scout map - fifth grade elementary school level - on which it is clearly visible, right, that the future route of the Smokovac - Tološi section does not pass along the southern side of the Trijebač hill - but along the northern - that is, on the other side of the hill - the Vučinić vineyards are not in danger - and that there is no discussion about the imperial road through the Duklja site - and that the interchange - which is planned about half a kilometer southwest of the place where Milojko and the group marked the First Shovel - will be accessed by a new road that will separate from the old road to Danilovgrad right in the area of ​​the existing bridge over the Zeta - and which will go along the northern slopes of Malo Brdo (not Velji Brdo) to the aforementioned interchange - God willing, it goes without saying...

Now the questions arise, without a question mark at the end, who then gave the wrong data to the team that worked on the Environmental Impact Assessment Study for the Bar - Boljare highway construction project, Smokovac - Tološi section - and whether the mistake will be corrected - and whether anyone will be held accountable...

"Through the Conceptual Design that is available to the public," say those from Monteput, "all the technical elements that confirm this have been worked out in detail" - but they forgot to provide a link to that Conceptual Design - so I'm looking for that Conceptual Design...

OK, there is that animation - which does not show the interchange in the Roge/Vranjske njive zone - but the Preliminary Design is definitely not available to the public - I would bet all my money - if it was, they wouldn't be showing us those scout maps...

The First Shovel was put to an end by an honorable MP... whose name (and surname) I can't remember... it wasn't difficult for that MP to draw a picture of herself on the construction site - or "construction site", as you call it - of the "Velje brdo" Boulevard the day after the First Shovel...

"The claims that yesterday (the first shovel - ed.) was a performance and a show just for the upcoming elections are an absolute lie," the MP exclaimed, strategically positioned in front of a fully operational excavator (plural), "a picture - or rather a video - speaks louder than a thousand words" - and she even gave us a link to that famous Preliminary Design of the Smokovac - Tološi section of the future Bar - Boljari highway...

It's working, it's working, we see that - and that's probably the most important thing...

The only problem is that we don't (yet) know exactly what is being done/built on Velje Brdo...
