I'm not saying that there aren't interesting moments in the argument that our dear Mica Kana (NGO "Who if not Mica Kana and seven Kanicas, architects of youth") presented to the public through posts that appeared on Mica's Facebook page on April 17th and 20th of this year - but alas, alas, but...
"A new day," shouts Mica Kana, "new worrying information about the "Velje brdo" project: contrary to the competition announcement, there is a direct connection - an employment relationship - between a jury member and several authors of the awarded works (it turns out that we are talking about a jury member and two authors - not several authors, ot.a.)!".
Mica Kana immediately, without a moment's hesitation, packed and shipped the small book to the address of the Ministry - she doesn't say which one - and to the hands of - she doesn't say to whom...
“Dear friends,” Mica shouts, and these hills around Podgorica (including Velje Brdo, of course) echo, “We are addressing you regarding the results of the International Competition for the Urban-Architectural Conceptual Design of Block A1 within the first phase of the implementation of the “Velje Brdo” settlement, published on the website of the Government of Montenegro on April 14, 2026.”
With the remark, from my side, that the aforementioned Competition is just a drop in the ocean of incredible moments that are connected to the incredible idea of Mićko Spajić, the president of Mićko's Government, to build a solid Milojkovac city on the slopes of Velje Brdo, a hill on the northern edges of the Capital of this our rugged, mountainous and by all gods forgotten little state - Mićko's Montenegro - and I am therefore surprised that Mica Kana - with the help of all seven Kanicas, architects of youth - is paving the way Grozdane Sisovic - the (better) half of the tandem behind the winning work at the International Competition - instead of hitting the city's toughest odds (Milojkovac City), or rather the city's fiercest villains.
“(...) we have determined,” Mica exclaims equally, “that the winners of the first and second prizes (that the co-author of the first-prize winning design and the co-author of the second-prize winning design - ed.) participated (participated - ed.) in violation of point 2.3 of the Competition Announcement, which explicitly stipulates that “persons who are in the closest relationship and/or are employed by the members of the jury” cannot participate in the competition.”
In those old days, when Mica Kana and I, side by side, fought a fierce battle against an imaginary opponent (shadow boxing) - and when it came to building a skyscraper right next to the Hotel "Podgorica" in Podgorica - strict care was taken (I took care) to separate the important from the unimportant - and care was also taken to ensure that there was not a hint of infantilism in our story - aside from the fact that all our so-called punches ended above the opponent's belt...
“Specifically,” insists Mica Kana, “a member of the Commission (jury) prof. dr Vladimir Lojanica, is presented in the Announcement as "full professor, dean of the University of Belgrade - Faculty of Architecture". By reviewing the publicly available lists of employees of the same faculty (on the website arh.bg.ac.rs), we have determined the following:
- Dr. Grozdana Šišović, co-author of the first-awarded paper (code 24542), is enrolled as an associate professor at the Faculty of Architecture, University of Belgrade;
- Dr. Dalia Dukanac, co-author of the second-awarded paper (code 64687, TAKTIKA), is enrolled as an assistant with a doctorate at the same faculty.
Monkey, monkey...
"Therefore, as employees of the Faculty of Architecture of the University of Belgrade, they are employed by an institution managed by a member of the Commission, Prof. Dr. Vladimir Lojanica, which, according to point 2.3 of the Competition Notice, prevents them from participating in this competition."
Clearly, Mico, you are 100% right, the aforementioned Mrs. Šišović and Dukanac, as employees of AF BG - after they had reviewed the Notice of Competition for Velje Brdo and established that Lojanica, the dean of AF BG, was a member of the so-called Competition Commission - should have informed the aforementioned Lojanica that they intended to participate, so that Lojanica could have immediately informed the person who announced the Competition - Minister Slaven - that he had unexpectedly found himself in a conflict of interest - and that, in that name, he was forced to cancel his membership in the aforementioned Commission...
"Based on all of the above," Mica insists, "we demand that the Ministry, in accordance with point 9 of the Call for Proposals, disqualify the aforementioned competition solutions, as well as that the Ministry publish an explanation as to why the condition from point 2.3 was not checked and applied after evaluating the competition solutions and opening the documents with the names of the authors, as required by the procedure prescribed by the Call for Proposals."
Which brings us, right, to the famous line from the brothers' movie "The Big Lebowski" Koen (Joel Coen & Ethan Coen): “It’s like Lenin said: you look for the person who will benefit, and, uh, uh, you know...”.
So, who would benefit, we now ask ourselves, if Slaven had accepted the request of Mica Kana and all seven Kanicas, young architects - and had disqualified the first-prize winning design (100.000 euros) and the second-prize winning design (65.000 euros)...
An immediate benefit would be achieved - fanfare please: Viki Viki Violeta (VVV) - the uncrowned queen of young Montenegrin architecture and defunct urbanism, our architectural and urbanist mother - who has been acting "as an architect and someone who, with serious responsibility and great effort, advocates for Montenegrin architecture and space" since the time of Gvozdovi - and who is behind the third-prize winning competition design (a much more modest 40.000 euros) - which would mean that VVV - in the event, if Minister Slaven ruled in favor of Mic's request - would come out on top (unexpectedly) - and instead of the modest 40.000 euros, would receive Grozdana's 100.000 euros...
And finally, I must distance myself (once again, for the umpteenth time) from the activities of the NGO Who if not Mica Kana and seven Kanica, young architects - and what I thought - at that time - about ten years ago - when Mica Kana and I, side by side, publicly spoke out against the construction of a skyscraper next to the Hotel "Podgorica" in Podgorica - that we were doing it as Kana/Who if not an architect, and not as Mica Kana and seven Kanica, young architects - let that be my fault.
And I would also add, if you allow me, that I am convinced - today, from this perspective - that at that time we were not primarily against the construction of a skyscraper next to the Hotel "Podgorica" - we were primarily against Sonja Radović Jelovac - the author of the skyscraper project - Mrs. Radović Jelovac was actually the target - primary target - and that whole episode about the skyscraper right next to the Hotel "Podgorica" - that was just the reason to shoot poison darts in the direction of Mrs. Radović Jelovac...
So, what triggered this whole episode regarding the skyscraper right next to the Hotel “Podgorica”?
Bullshit, of course - nothing else - just like the current attacks on Grozdana Šišović and Dalija Dukanac by (someone there) Mica Kana and all seven Kanicas, architects of youth - nothing else but the same bullshit - such infantile bullshit that I shouldn't have written the whole text...
But since I've already shot it - it would be a sin to throw it away...
