How to get to the artificial beach

In the meantime, I dug up and leafed through a serious pile of documents - both planning documents and so-called administrative acts - and regarding the actions of Čedomir Popović - on behalf of the Company "Carine" doo from Podgorica - in Baošići, Municipality of Herceg Novi - with the caveat that I was mainly dealing with the magnificent beach - there is talk of an incredible 12.500 square meters stolen from the blue sea in order to invent a beach for Čed's Hotel "Carine" 5* - which will have an incredible 811 accommodation units - which would amount to 15,41 square meters of beach per accommodation unit - and if we also take into account that this is a hotel beach, and that the standard for that type of beach is a minimum of 10 square meters and up for one umbrella and two deck chairs - then it turns out that there was no other choice: Čedo had to fill...

It's hard to imagine a hotel right on the coast - and a hotel of that size - without its own hotel swimming pool...

If they gave him permission to build a hotel - and a hotel that big - they had to also give him permission to take 12.500 square meters of the blue sea for a swimming pool - because that story would hardly hold water without a swimming pool...

And I'm not saying that at the heart of the problem titled "ONO in Baošići" is the actions of the mother of our spatial and urban planning - fanfare please: Svetlana Jovanović, graduate spatial planner - our dear Svetlana - manager of the development of the Special Purpose Spatial Plan for the coastal area of ​​our rugged, mountainous and by all gods forgotten little state (SLCG - 56/18) - a plan that served a certain Mrs. Radusinović Mirjana, mayor - on behalf of the Secretariat for Spatial Planning and Construction of the Municipality of Herceg Novi - as the so-called planning basis for giving the green light to take those 12.500 square meters from the blue sea - that is, for issuing Urban and Technical Conditions - from June 22, 2023 - for the development of technical documentation for the (un)development of a part of the coast in Baošići, on a location consisting of cadastral plots no. 771, 772, 773/1, 774, all of the Baošići municipality, Herceg Novi - which was later readily confirmed by the CAU - Center for Architecture and Urbanism, Podgorica - as an independent expert factor, most likely - and finally by Mrs. Novaković Đurović, then the current (Drita's) Minister of Planning and Urbanism.

I have also followed some moments of the senseless media harangue that is being waged against Čedomir Popović, Slaven aka Minister and comrade Velaš - and regarding the actions in Baošići - and I must state, not without regret - that media workers mostly adhere to the proclaimed guidelines - depending on the general orientation of the media they represent - without a shred of will - and even less ambition - to wade into that stinking quagmire of the system of (mis)organization of the space of this rugged, mountainous and by all gods forgotten little state of ours - which is understandable, isn't it, if we take into account both this and that...

And since our so-called system of (dis)organizing space is mostly random - at times even completely chaotic - which is a deadly cocktail of characteristics and which is in perfect harmony with the preferences and aspirations of the so-called decision-makers - at all levels - and which discourages individuals who might, possibly, have the courage to step into the aforementioned stinking swamp - because that system makes senseless, in the first place, all possible efforts directed towards the search for higher truths - aside from the fact that these truths, by the very nature of things, cannot be presented to wider layers of media content consumers in a way that the average consumer understands what they are talking about - precisely because of that infernal combination of randomness and chaos - which are characteristics that are inherent (immanent) to the system.

Maybe, until a few years ago, it made sense to point fingers at this or that - but when Slaven, aka the Minister, starts waving a piece of paper: "Here I have a document now, which was not in the public domain (he was in public - ed.), which is practically the basis for why this beach is this big - why is it this big" - in the show from the series "Okvir", which airs on Fridays on RTCG - in prime time - 20:00 - I'm afraid it's time to turn off the mixer and wind up the cables...

Four paragraphs - or half a page - about Velje Brdo - and that Slaven page and a half about Čed's beach in Baošići - "Why," he says, "is that beach this big...".

In the Proposal of the aforementioned PPPNOPCG from 2018 - the textual part - on page... the number is unknown... Svetlana says that the former location of the PKB in Baošići is, in the opinion of the then first line of the Municipality of HN, one of the "key locations of the most important investments" at the level of that Municipality - which Čedo could interpret in only one (only) way: that all doors were open to him - and wide open - for the construction of the "largest resort in the region" - which includes those 12.500 square meters of bathing area taken from the blue sea.

And as for the so-called concreting of the coast, Svetlana is explicit about this - well, on the page... again, her number is unknown... we have: "In world literature (in scientific and professional literature that is not in our language - with the remark that it is not easy for me to imagine Svetlana consulting literature - whether domestic or foreign - ed.) cannot find the term concrete beach (! - op.a.), and the formation of artificial beaches is done by filling natural material (sand or gravel) onto the shore (aha! - op.a.). Seashores are treated as natural heritage, therefore the use of concrete in the formation of beaches is excluded, and concrete structures are exclusively used in the construction of ports, marinas, piers or some other types of facilities in the sea.

Now, did Čedo in Baošići do concrete work or (just) fill in natural material... I don't know, to be honest - my assessment is that he had to do some concrete work - purely to fix the natural material deposits - but I would bet, for all my money, that he mostly filled in...

Aside from the fact that Svetlana also provides an excerpt from the long-forgotten Spatial Plan of the Special Purpose Area for the Coastal Zone (SLCG - 30/07) - which states: "Further development of bathing areas for swimming, sunbathing and other forms of recreation are an important element of the development of the coastal tourism offer" - and when that excerpt is paired with Čed's 811 accommodation units - here we are, joy - aside from the statement: "Without spacious and stable beaches, further development of tourism in Montenegro is unimaginable."

So, if ONO in Baošići is the result - what paths led us to that result?

Maybe we didn't turn left at Albuquerque - and we should have turned...

And what else can I tell you, in closing, except that all the heroes of this satirical piece - planner Svetlana, Slaven the Minister, former Prime Minister Dritan the Captain Hero of History, former Dritan's minister Novaković Đurović, Radusinović Mirjana, comrades Minić and Velaš, comrade Katić, an unnamed representative of the CAU, Lepi Zoki and the inevitable - fanfare please: Čedo the Developer - rode off into the sunset - embraced, singing old developer songs - and all of this strictly according to the letter of the Law, please...
