As fate would have it, at the end of last month I found myself in Baošići - a picturesque and fairytale-like settlement in the Bay of Kotor - on the spot - and I immediately felt obliged to verify what was happening regarding the so-called Čedovi (Cedomir Popović, Carine d.o.o.) magnificent palaces under construction - with the associated and equally magnificent Čedovo bathing area under construction...
Čedo says that there is not a single square meter of the 8.000 square meters of future beach - and the other side said - he doesn't say anymore, now everyone is sticking to Čedo's figure - that there is 12.500 square meters of surface area that Čedo, by filling in natural material, has taken away from the blue sea.
If you ask me, after taking an expert look at the situation - both in the transverse and longitudinal directions and on both diagonals - I would bet - and I would bet - with all my money - that Čed's figure is closer to the truth - which is to say that here there is, let's say: a hectare - off the top of my head - not a single square meter of over 10.000 square meters of the future bathing area.
Since the end of June - when I last checked on Čedove dvori under construction, along with the associated Čedove kupalište under construction - until a few weeks ago - the works - seen from the outside (I didn't go inside) - have progressed - and it could easily happen that they will be completed by May of next year - which is the deadline stated on the so-called construction site board - up there, by the main road - again, I am terrified (it's not fear, it's more of an undefined suspicion...) that something unexpected will happen in the meantime - some extremely unexpected decision by the Government of Mićko Spajić, for example - which could significantly affect the so-called dynamics of the works.
And to make no mistake: I'm not rooting for Čedo as much as I'm rooting for this painful affair to be put to an end - and I also think, I have to admit, that Čedo's argument is more solid than the argument of the opposing side - Čedo knows the issues from the inside, unlike the opposing side, which, by the very nature of things, does not have a comprehensive insight into the issues - and I am very inclined to believe that Čedo did - here and there - cross the red line - but we could not claim that he did not adhere to the letter of the law - such as they are (and there are none) - to the extent that it did not contradict his key starting points.
And even if here - in this rugged and mountainous provisional - we had a person of unquestionable authority (it's not funny) - ready to (for a long time) review the complete documentation relating to the construction of Čedovi dvori and the associated bathing area - down to the smallest detail - and to answer two essentially important questions: how did the magnificent Čedovi dvori in Baošići come to us - complete with that filled-in hectare of the future bathing area - that is the first question - and the second would concern possible mechanisms that would prevent future ruthless actions on the innocent area of our coastline - like Čed's ruthless actions in Baošići - a tourist resort of an extremely heterogeneous type.

And if I tell you that "unpleasant odors" are a chronic problem in Baošići - and that they say that the situation has further worsened after the introduction of the so-called new collector - which, they say, has not yet passed the so-called technical inspection/acceptance - and while pumps often break down and old pipes burst (under the weight of overloaded trucks) - a question arises - which, as far as I have been able to notice, none of the so-called media workers have (yet) raised - and it concerns the way in which Čed's excellent engineers solved the problem of collecting and draining fecal water from the magnificent Čedov Dvori complex - and all this while at the end of August we received alarming announcements from the Coastal Zone, or rather the Institute of Marine Biology, that the water at the beaches in Baošići is of "poor quality" - which is to say that swimming is not recommended at all - with the obligatory statement that the situation has improved somewhat in the meantime.
I want to say that there are always more questions than answers - and I'm surprised, to be honest, that Čedo, to this day, has not remembered to raise a team from the Chamber of Engineers of Montenegro - plus a team from Noci's, Lopi's and Banjo's chambers of young female architects - many young, many cute - and equally young and equally cute young male architects - to organize an (informative) visit to Čed's palaces under construction, complete with Čed's swimming pool under construction - on which occasion young female and male engineers of all professions would be informed, down to the smallest detail, about Čed's actions - and then to organize a press conference after verifying the situation - which would, quite certainly, calm spirits - at least to some extent - because I would bet, for all my money, that Čedo (mostly) respects laws and procedures - as much as it is in his power, of course - and as much as those laws and procedures do not conflict with that (inherent) logic of his mega-intervention in To the Baošićs.

And since at this unique historical moment I have neither the will - nor the strength - to ask (even) a few serious questions that are running through my head - regarding Čed's overall actions in Baošići - fully supported by both (individual) decision-makers operating at the state level and local decision-makers - Mrs. Cirovic i Zdravkovic aside - I decided to approach the problem in the manner of Dukagjin Hork(k)heimer - who says, I'll remind you: "There comes a moment when you want to stand behind an idea, behind a project, behind a person and say: this makes sense, this is good, I want to support this".
So, I welcome Čedo's decision to allow parking on a part of the ten thousand square meters of space that he took away from the sea of blue by filling it with natural material - aside from the fact that the sight of those... how many? ...some seventy parked cars... raises the question of parking in Baošići - because if Čedo had not allowed parking on the area of the future beach - and for free, please - where would those seventy or so people park for free.
The issue of traffic - as well as all other so-called spatial issues - falls under the responsibility of comrade Svetlana - Executive Director of the Spatial Planning Agency of Montenegro - Ceca naše - with the remark that the traffic problem - which also includes the parking problem - is one of the most pressing problems of our coastal region - and if anyone understands the spatial problems of the coastal region - then it is Ceca naše.
I suggest that Ceca designate locations - one every 500 meters of coastline, for example - where natural material would be filled in and parking areas would be taken from the blue sea, complete with areas for public bathing areas - there would be parking lots along the road, and on the other side, towards the sea - bathing areas - a hectare per parking lot and bathing area, etc.

And then I felt sick - so I turned my back on Čedo's magnificent palaces - and directed my gaze towards the green Luštica - which gave birth to the following (joking) question: why didn't Ceca - our mother - - back in the day, when she was working on the notorious Special Purpose Spatial Plan for the Coastal Area of Montenegro (Official Gazette of Montenegro 56/2018, dated August 3, 2018) - repackage Čedo's lofty aspirations for Luštica - just across from Baošić - about a kilometer or two northwest of Krašić - and on the site of the former PKB in Baošići - on the spot where Čedo is building magnificent palaces today - strike, fanfare please: PARK! - or at least a parking lot.
And what if I tell you that the Government of Mićke Spajić - the 44th in a row - at the 135th session held on July 23 of this year - adopted, among other things - fanfare please: The Decision on the development of a new, innovative Spatial Plan of Special Purpose Areas for the Coastal Area of Montenegro (Official Gazette of Montenegro 126/2026, dated August 26, 2026)...
Now guess who got involved in creating the aforementioned plan...
It's not hard to guess...
