The commission for the collection of tax claims with property enabled the company Rokšped to pay 2014 million euros of tax debt in March 1,4 with property that it had bought only two and a half months earlier for only one million euros, according to the report of the State Audit Institution Efficiency of collection of tax debt with property of the taxpayer.
The report also showed that the Government accepted to write off the debt to the MMK standard of 783 thousand euros for the 60-year-old building, which it eventually donated to the Municipality of Nikšić and for which the expert suggested demolition as the most economical solution.
The Government also wrote off 390 liabilities to the Ibon group for a plot of 293 square meters and a building in a dilapidated state.
The debt of Rokšpeda at the end of 2012 was 2,1 million euros based on unpaid excise taxes on imported cigarettes. Part of the debt was paid in March 2014 for the basement premises of the Vektra building with a total area of 2.278 square meters, which were estimated at 1,4 million euros or 622 euros per square meter.
The state audit institution stated that Rokšped bought the real estate on December 19, 2013 for 1.006.240 euros, and the contract with the government commission was concluded on March 3, 2014, on the transfer of that real estate in the name of a debt of 1.418.163 euros.
It was not stated on the basis of which it was estimated that the value of the property increased by 40 percent in just two and a half months. Members of the commission, among others, were representatives of the Ministry of Finance and the Directorate for Real Estate, who had to have insight into the previous sales contract. The report on the assessment of the value of this property was made on January 29, 2014.
"At the time of the visit by the authorized appraiser, the business premises were not in operation. The disadvantages of the premises are that they are located in the basement, under the pedestrian part of the square, so moisture can penetrate, there is little natural light and there is no air conditioning system", the report stated. DRI.
After adaptation, in July 2014, several departments of various ministries and the Directorate for Inspection Affairs moved into those offices.
The company MMK Standard, majority owned by businessman Ranko Jovović, at the end of 2012 had a debt of 2,3 million euros for taxes and contributions to employees' wages. Part of the debt of 783,5 thousand euros was paid in June 2014 with a space of 1.950 square meters in the Desetka building in Nikšić, built in 1956, which was valued at that amount or 401 euros per square meter.
According to Monstat data from 2014, the average price of a newly built apartment in Nikšić was 561 euros per square meter. The land on which the building was built is owned by the state.
That building was built by the former Ironworks for its workers. MMK standard, the former social standard of Željezara, got that building after the division of Željezara.
According to the assessment of the authorized official, the building is in a bad condition and needs a complete adaptation, which would cost 600 thousand euros. He also suggests that due to the attractiveness of the location, the variant of demolition and construction of a new residential and commercial building should be considered. In May of this year, the government transferred the building in which about 30 families live to the Municipality of Nikšić free of charge.
MMK standard also paid the second part of the debt of 842 thousand euros with the former property of Željezara, which includes a plot of 6.660, several old office buildings of a total of 1.512 square meters and a garage of 217 square meters.
Ibon bought cheaply from the MUP, then sold it more expensively to the Government for debt
The company Ibon group from Nikšić had a tax debt of 2012 thousand euros at the end of 243. That debt was paid with a property in Ulica Narodni Heroja, which consists of a plot of 293 square meters and an old building built on it with a total of 432 square meters.
The real estate is valued at 390 thousand euros in total, and the difference of 147 thousand euros would reduce Ibon's future obligations. SAI states in the report that this is in contradiction with the Government's decree, which states that only obligations incurred by December 31, 12 can be paid in this way.
The appraiser's report stated that "the facility is in a very bad condition, on the verge of devastation and requires a complete reconstruction, the profitability of which could only be assessed after the reconstruction project is drawn up". He noted that there is a high probability that the most economical solution is the demolition of the existing building and the construction of a new residential and business center.
The Ibon Group bought this property, with two additional office spaces of a total of 252 square meters and a garage of 183 square meters, from the Ministry of the Interior in 2007 for a total of 230,4 thousand euros. This means that in nine years, paying taxes in this way, the company earned 160 euros, and it still has 252 square meters of office space and a garage of 183 square meters.
