Tomorrow, the members of parliament have to declare for the second time on the changes to the law on the conversion of loans in Swiss francs into euros. The purpose of that act is to apply the conversion to the loans that Hipo Alpe Adria banka (Adiko banka) transferred to the factoring company Heta and to the loans that were previously repaid in order to return to the clients the part they subscribed to.

The bill, submitted by DF MP Nebojša Medojević, did not receive the necessary majority at the end of July, because one opposition vote was missing. The proposal had the support of the minorities, while the DPS remained restrained because they agreed with the position of the Central Bank (CBCG) that the new solutions are not fair. Medojević then submitted the changes to the parliamentary procedure again, after he collected 39 signatures of deputies in order to hold an extraordinary session.

The position of the supreme monetary institution is that one group of clients would be put in an unequal position compared to others. They repeated that today at the Parliamentary Committee for the Economy, which declared on the new changes.

DF MPs Aleksandar Damjanović (SNP), Goran Tuponja (Positive), as well as representatives of the Bosniak and Albanian minorities in the committee, Almer Kalač and Nik Đeljošaj, voted for the proposal. DPS deputies did not vote, and Srđan Milić (SNP) and Damir Šehović (SD) did not attend the session.

Darko Bulatović, director of the bank control sector at the CBCG, explained that by applying the methodology proposed by Medojević on behalf of the bank's clients, Heta's clients would be in a privileged position, because they would have a lower interest rate.

"We agree with the proposed interest rate, but it would change significantly with the application of the new methodology. In Croatia, the same methodology is applied for the calculation of loans from the bank and loans assigned to third parties, while this is not the case here. In addition, Heta has 15 loans that make up 80 percent of the total portfolio of those loans, and they are not residential," explained Bulatović.

The CBCG submitted its amendments even before the July vote, but they were not fully included in the proposed amendments.

Medojević again accused the CBCG of protecting Adiko Banka and announced a "crossing of political views" at the plenary session.

"The way Heta deals with clients is greening with elements of corruption and organized crime. We will have to cross political positions. For us, the opinion of the court expert and the Supreme Court is more important than the CBCG, which is obliged to apply the law and has no constitutional authority to interpret it," Medojević said.

He said that the bank falsified the documentation, which was established by a court expert, and that it is bad that the opposition in Montenegro is proposing a solution to that problem, instead of the CBCG and the Government (Ministry of Finance).

His colleague Radojica Živković said that HAAB changed its name to Adiko in order to cover up everything it was doing.

DPS announced amendments

MPs from the DPS -ai yesterday supported the CBCG, and announced amendments to the bill in order to apply a unique methodology for calculating the interest rate.

"This problem should have been solved a long time ago. For us, the position of the CBCG is valid and we will try to correct discrimination with amendments," said Zoran Jelić (DPS).

Kalač and Đeljošaj said that the problem faced by the citizens must be solved and that it should have been done earlier.
