Blaž Đukanović's consortium lost its job

The Commission for the Control of the Public Procurement Procedure annulled the decision of the Directorate of Public Works to award the construction of a kindergarten in Bar to a consortium in which BB Solar, the prime minister's son Blaž Đukanović, participates. The consortium, which consists of the companies Toškovići DOO, BB solar, ETG group and Geo-sistem Podgorica, offered to build the kindergarten for 2.829.871,78 euros.

The Commission, considering the appeal of the consortium led by the Fidija company, found that in the offer of the first-ranked consortium, in which BB solar participates, the serial number was changed on pages 941 and 1235, and those changes were not initialed by the signatory of the offer.

Bearing in mind that the contracting authority overlooked these omissions of the bidder, he violated, as stated, the law during the evaluation and evaluation of the selected bid.

The report on the evaluation of bids was annulled ex officio and the ordering party of the disputed procurement was ordered to remove the irregularities in a new procedure and make a legal decision within 15 days.

On March 1 this year, the Directorate of Public Works made a decision on the selection of the most favorable bidder in the tender for the construction of a kindergarten, with equipment, in the Municipality of Bar. The job was awarded to a consortium of companies Toškovići DOO, BB solar company BB solar in which the prime minister's son is the co-founder with 50 percent ownership, ETG group and Geo-sistem Podgorica.

The decision was made after two appeals by this consortium, which the Commission for the Control of the Public Procurement Procedure adopted and returned the case to the Directorate for Public Works for re-examination, examination and evaluation of bids.

Bids in the repeated tender were sent by three consortiums - the consortium led by BB solar and Toškovići with a price of 2.829.871,78 euros, the consortium led by Unipred from Bijelo Polje with a price of 2.462.200,86 euros and the consortium led by Fidija with a price of 2.376.055,83. XNUMX euros.

The first-ranked bidder is about 450.000 euros more expensive than the consortium led by the company Fidija, which was originally awarded the job, in the repeated tender.

While in comparison to the previous canceled tender bidders Fidija and Unipred DOO Bijelo Polje lowered the prices of their bids in the new tender, the consortium Toškovići and BB solar created its bid based on exactly the same scope of work in such a way that it raised the price by around 350.000 euros.

The decision to award the job was signed by Žarko Živković, the former director of the Directorate of Public Works, who signed this decision only a few days before the Government dismissed him from his duties as director of the Directorate.
