Popović: You cannot count something carried over from last year as income

Member of Democratic Montenegro Zdenka Popović assessed that the implementation of the capital city's budget for last year in the amount of 52 million euros is not a reflection of the real and actual situation.

"Neither is this an increase in income compared to last year, nor is it a real increase in planned income... because you cannot count in income something that is carried over from last year," Popović pointed out at the session of the Finance Committee.

She also had objections to the audit report, stating that it does not show the real situation, that it is not accompanied by notes and that it was made in accordance with the law only on the basis of payments and payments.

Capital City Finance Secretary Miomir Jakšić said that 2014 was successful, and that the budget, which was planned at 46,9 million, was realized at 52 million euros.

Pointing out that they should be satisfied that they achieved revenues higher than planned, Jakšić said that he was satisfied with the auditor's report.

"Everything was handed over to them. What they will write, I cannot influence that. It's about an audit house, which is extremely strong... They told me that they made a report in accordance with the international standards that define this area", said Jakšić.

To Popović's statement that all realized revenues fell compared to the planned ones, Jakšić replied that personal income tax increased by 15 percent, real estate sales tax by 150 percent, fees for communal equipment by 128 percent, and road fees by 115 percent.

"All those main items that make up 95 percent of the budget have increased by over 110 percent," said Jakšić.

Popović answered that the mentioned incomes that have increased are mostly joint incomes.

The Committee, by majority vote, proposed to the Assembly to adopt the Final Budget Account for 2014. Popović and DF councilors voted against.

During the discussion about the work of the services of the Capital City, Popović criticized the officials from "Cleanliness" and "Funeral Services" because they blocked citizens' receipts through public executors due to small debts.

Director of Funeral Services, Slobodan Stanović, said that they were forced to sue the debtors, because the Tax Administration fined them EUR 21.000 for not suing.

He pointed out that there is no citizen who has been harmed, and that he did not help him to solve the problem.

The acting director of "Čistoća", Daca Popović, said that no natural person has been sued, and that they did not owe more than 15 months for garbage collection.

She pointed out that 95 percent of the defendants owed more than 24 months.

For installation of individual water meters up to four million

The Technical Director of "Water and Sewerage" Filip Makrid announced that he will soon devote himself to solving the problem of common water meters, stressing that they cannot solve it quickly, because it requires large funds.

"We have over 20.000 consumers who are on common water meters.

It is necessary to install about 30.000 individual water meters, which is between three and a half and four million euros," Makrid said.

He pointed out that the average bill for households that have their own water meter last year was 6 cents, and for users of shared water meters it was double 10 euros.

Nenad Vujošević (DPS) assessed that the problem of common water meters, which are mostly in old buildings, should be solved. "There should be a special meter in front of each apartment, where everyone will pay for the water they actually use," Vujošević said.
