Who is to blame for bad rail passenger transport?

The train traveling from Bar to Podgorica broke down in Golubovci shortly before 19:XNUMX p.m. on Sunday, and disgruntled passengers briefly blocked the highway in protest and caused a huge traffic jam.

"The railway infrastructure is to blame for the extraordinary event. The contact network is under their jurisdiction and they are obliged to provide the operators with the correct track and driving route according to the contract on the routes they sign with the same, and they charge compensation for the same", pointed out Rmandić.

As for the weak organization regarding the engagement of alternative transport in cases like the one the night before last, which are very frequent, as Rmandić further notes, "the responsibility lies with ŽPCG".

"If the rulebook on the organization and systematization of workplaces had been adopted on time, which provided for operative workers on duty in the units who would communicate with the train attendants, these things could not have happened. Thus, we have a situation where the Work Unit for Passenger Transportation in Podgorica does not have a worker on duty after 15 p.m. who would take care of these and similar situations," emphasized Rmandić.

He believes that the existing management of ŽPCG "does not have the capacity to make a good regulation on organization and systematization".

"I expect the Ministry of Transport to form an expert commission that would do this and submit the same to the Board of Directors of Railway Transport for adoption. Anything else would be endless spinning. The commission would be made up of experts from the Faculty of Economics and Traffic, reinforced by experienced railwaymen, and in this way, various combinations that harm the state, ŽPCG, our workers, as well as the users of our services would be avoided," Rmandić concluded.

The incident the night before was resolved, in the end, by hiring six buses, which successively transported the disgruntled railway passengers to their destination, according to the instructions, by bus carriers.
