Failed tender of two million: the Commission annulled the EPCG deal

The Commission for the Control of the Public Procurement Procedure accepted the appeal of the company Elektroinvest and canceled the tender of Elektroprivreda for the maintenance of the distribution network. The contract is worth 2,07 million euros, based on a framework agreement for a period of 12 months.

The contested EPCG tender, which was announced on December 26 last year, refers to excavation works, removing and erecting poles, cutting vegetation along transmission lines, unloading and spreading various materials, stretching and laying cables for the needs of EPCG infrastructure maintenance.

Elektroinvest, through its lawyer Filip Jovović, pointed out significant violations of the Law on Public Procurement in this tender, and the State Commission concluded that they could have led to discrimination of bidders or restrictions on market competition.

EPCG, namely, for Elektrodistribucija Cetinje and Elektrodistribucija Budva, had previously concluded construction contracts on December 11 last year with a consortium of companies Elektroinvest and Kroling Bijelo Polje, and the works were supposed to be carried out within 12 months.

It remained unclear how the works on the facilities of these two power distribution companies would be performed by the bidder whose offer would be chosen as the most favorable in the new tender, which is why the commission canceled it.
