On November 2, the Budva company "Alart centar Budva" submitted a request to the Ministry of Sustainable Development and Tourism for the issuance of a construction permit for the hotel complex "Porto Budva" on land owned by the leader of the local DPS and the newly elected president of the Municipal Assembly Bor Lazović and his brother Jov in the strict center of Budva.
The Lazović brothers are the owners of one of the most attractive plots of almost 9.000 square meters in the Velja voda area in the heart of Budva, near the central kindergarten "Ljubica Jovanović Maše", just a hundred meters from the Old Town, right next to the plot where the construction of the 13-story single-family house complex began.
Lazović, as he repeatedly pointed out, bought the land in the heart of Budva more than two decades ago, while he acquired an additional slightly more than 3.700 square meters three years ago from the Municipality, to which the majority of the ruling DPS-SDP coalition in the local parliament agreed. gave the green light.
"It is about construction on the urban plot UP 10,21, which includes plots 2383/2 2384/3, as well as parts of cadastral plots 2384/12373, 2375,2390, 2389, 3/2383, 1/2376, 2384, 2/2874, 1 /2874, 2/3102 and 1/XNUMX KO, on which, according to the conceptual design, the construction of the hotel complex 'Porto Budva' is planned", it is stated, among other things, in the request of the company "Alart centar Budva", which was signed by the authorized representative and executive director Zdravko Lakić.
Stating that they have a joint cooperation agreement with the company "Alart", Boro Lazović yesterday confirmed to "Vijesti" that a request for a construction permit has been submitted, the construction of which will be financed by "Alart Center", which is also the investor of the entire project.
"Alart centar" is a company that, as stated in the Central Register of the Commercial Court, was founded at the end of May 2010 by Russian citizen Leonid Leshchiner, with its headquarters at Topliški put in Budva.
Lazović's plot
The collaboration between the Lazović brothers and the "Alart Center" came about in 2009, when the SO approved the sale of 3.474 square meters of municipal land at a price of 600 euros per square meter.
The Lazovics were supposed to pay the local administration a total of 2.153.000 euros in the name of purchasing municipal land, with the aim, as stated at the time, of forming an urban plot, intended for the construction of a future hotel.
The money for the purchase was provided by the Lazovićs precisely through cooperation with the company "Alart centar", which allocated 2,5 million euros, the exact amount for which the mortgage of that company was registered on the plot of the Lazović brothers.
This is also stated in the cadastral records of the Real Estate Administration, for plot 2373 KO Budva, which the Lazovićs bought from the Municipality, and which was pledged to the company "Alart", which registered the mortgage.
The detailed urban plan "Budva - Center" on the site of Velja voda, the part owned by Lazović, allows multi-storey construction.
Bearing in mind that the first neighbor of Lazović, Ljub Lekić, on whose land the construction of a business-residential complex began, was granted a permit to build two 13-story single-family houses, the future hotel complex "Porto Budva" will be able to have the same number of floors.
On October 3, the Ministry of Sustainable Development and Tourism issued urban planning and technical conditions for the construction of a hotel complex in the name of Bor and Jova Lazović and the company "Alart centar".
As stated in the conditions, a building with a gross construction area of 27.480 square meters is planned on that plot.
Used a discount for utilities of 70 percent
By building a hotel in the center of Budva, the company "Alart centar" provided itself with a benefit, as far as utility payments are concerned. The investor who does business with Lazovići took advantage of the benefits, the municipal decision made half a year ago, according to which the Municipality will charge utilities at 2013 percent lower rates to all those who start building a high-category hotel by the end of 70.
This means that utilities will pay 30 euros per square meter of built-up hotel space in the "Porto Budva" complex. So far, this privilege has been used by the Nikšić company "Uniprom", which received a permit for the reconstruction of the "Budva" hotel on the city promenade, the company "Euromix" and HG "Budvanska rivijera", which started the construction of the hotel in Petrovac, as well as the "Atlas group". , which announced that it will start construction of a luxury hotel on the site of the Adriatic Fair in the spring.
