Although the Energy Regulatory Agency has reduced the income that energy companies collect through electricity bills compared to last year, it does not mean that the price for households will remain the same or that one can trust their first projection that they would only slightly increase it by about three percent.
RAE subtracted and added so that the monthly fee for using the distribution network, which significantly burdens electricity bills, would rise in price by a quarter from April – from the current 2,6 cents per kilowatt-hour to 3,25 cents.
This is a calculation indicated by the increase in the return on funds of Elektroprivreda and the change in the maximum load of the network, which raises the price of monthly engagement of distribution capacity (measured by power) from nine euros per kilowatt to 11,28 euros.
That jump of about 25 percent, since the fee for using the distribution network makes up about a third of the total price of electricity, could cause an increase in prices for households of eight to ten percent, especially if it is known that they will equalize the prices for consumers at the same voltage level, since electricity for small businesses is significantly more expensive than for households that pay 7,4 cents per kilowatt-hour.
RAE's proposal on revenue for Elektroprenos shows a slight increase in the fee for using the transmission network.
There will be an increase in prices of about ten percent for households, if a significant change in the use of the distribution network is not compensated for in the determination of prices for all consumers.
"It is not explained on the basis of which the Agency determined that the average maximum power of customers in the distribution system is significantly different from 2010, and by accepting the value of 415 instead of 512 megawatts, the price of using the distribution network is artificially increased in 2011," noted the non-governmental sector, after for which RAE raised the price additionally compared to the criticized proposal, referring to the average taken from the energy balance.
Representatives of the non-governmental sector, Stevo Muk, Goran Đurović and Daliborka Uljarević, criticized the regulator for easily rejecting objections to important costs to energy companies and pointed to errors in RAE reports amounting to tens of millions of euros. They warned with a lawsuit, if their objections are not taken into account until the final decision on the income of EPCG and Elektroprenos, which dictates future prices.
He considers it especially illegal that the RAE approves EPCG to collect depreciation and recovery on the basis of assets of 494 million euros for which there is no proof of ownership. He emphasizes that the corrections of income from 2010 will not be calculated through prices from April, but only in 2012.
"Such an approach is not in accordance with the adopted legal regulations and there is a possibility that through new methodologies the possibility of returning these funds can be excluded". warned Muk.
