Independent MP Aleksandar Damjanović asked the Minister of Economy Dragica Sekulić whether she is satisfied with the dynamics of the construction of the solar power plant "Britska gora" in Ulcinj, which is to be built by the consortium Elektorprivreda Crne Gore Fortum and "Sterling and Wilson".

"A contract was signed with the consortium at the end of last year, and the deadline was for the first phase to be completed within 18 months from the signing of the contract. Nothing is being done there now. You and I both know that," said Damjanović

Sekulić said that nothing is being done on the field, because the contract meant that by the end of this year some other things should be completed, which are taking place in accordance with the planned dynamics.

"The land should be covered spatially with planning documentation and the adoption of the Ulcinj PUP is in progress. All 6,6 million square meters of land should be prepared for the solar power plant. We have to provide the investor with which points of the electrical energy system he can connect to. This is currently being done with the Montenegrin electric transmission system," Sekulić said, among other things.

Damjanović repeated that it is clear that the project is being delayed and that the deadline will not be met with this dynamic. He added that EPCG director Igor Noveljić said that he expects the first kilowatts only in 2021.

"It is not clear whose responsibility is for the delay and whether there will be a circumvention of the law on public procurement," Damjanović said.

He asked the minister what the consequences were of abandoning the project of building a heating plant in Pljevlja, which the state was supposed to do with the company "Tim compani", with which the contract was unilaterally terminated.

Sekulić said that it was decided to create a heat source for the citizens of Pljevlja through the ecological reconstruction of the first block of the Thermal Power Plant.

"At the end of the year, the contract is expected to be signed and the heat source will be provided in the first phase," said Sekulić.

Damjanović said that there will be consequences due to the termination of the contract with the company "Team of Companies", and that if the contract had been respected, the heating plant should have been completed.

"A lot of time was lost because of the breakup. And now we have that the heat source will be provided only in 2021," Damjanović said.
