Based on the fee for the use of natural resources, real estate tax and personal income tax, the company "Vektra Jakić" owes the Municipality of Pljevlja around eight and a half million euros.
In response to the councilor's question to the Democrat councilor Milojica Tešović, the President of the Municipality Igor Golubović stated that for the use of natural resources "Vektra Jakić" owes the Municipality 4,47 million euros, and on the basis of real estate tax 1,99 million euros, or a total of less than 6,5 million euros.
"Personal income tax is not included here, since it is ceded income, and the local administration did not have that information because that information is obtained from the Tax Administration. According to rough calculations, that debt is somewhere around two million euros, which means that the total debt reached the amount of 8,5 million euros," Tešović said.
He says that the state is the biggest culprit that the debt of "Vektra Jakić" has reached this amount.
"The state is to blame for this debt and for everything that happened around "Vektra Jakić", because the concession contract was not terminated on time. "It was only when the debt reached an enormous amount that people started thinking about how to collect the debt," said Tešović, a well-known economist from Pljevlja.
The debt of "Vektra Jakić", as Golubović recently told the "News", based on forest concessions, will be compensated for the debt that the local self-government has to the Tax Administration. "The debt of "Vektra Jakić" on this basis is about 4,5 million euros, and the overdue obligations of the Municipality, public institutions and Čistoca to the Tax Administration are 4,2 million euros. In accordance with the conclusion of the Government, in relation to the Tax Administration, the Protector of Property and Legal Interests and the Ministry of Finance, we are looking for a way to cancel the money that is unpaid in the part of the concession fees and the money that is due for tax obligations in a financially neutral way, that is, to cancel those two we compensate for the amount that goes into one cash register", said Golubović.
Tešović recalls that Montenegrin Prime Minister Duško Marković, after the Government session held in Pljevlja on October 17, said that a model would be found to settle the obligations of "Vektra Jakić" based on the concession fee to the Municipality of Pljevlja.
"In response to my question, the mayor stated that the issue has not yet been resolved. Then it was said that it would be done with some compensations, but I don't see what kind of compensations they are when the debtor "Vektra Jakić" does not demand anything from the Municipality. These obligations can only be settled at the expense of the state budget, and that would be fair because the state is to blame for this much debt," said Tešović.
Golubović recently told "Vijesta" that he expects that the debt of "Vektra Jakić" based on forest concessions will be compensated for the debt that the local self-government has to the Tax Administration.
"Vektra Jakić's debt on that basis is around 4,5 million euros, and the due obligations of the Municipality, public institutions and Čistoca to the Tax Administration are 4,2 million euros.
For more than a year, production at the "Vektra" company has been suspended, and most of the workers are on "forced" vacations.
Employees of the Sawmill, Pelletary and maintenance plant were last paid their wages for June of last year.
The Forestry Administration recently terminated the concession contract with the company "Vektra Jakić" due to non-compliance with contractual obligations.
The agreement to terminate the contract was given by the Ministry of Agriculture and Rural Development. "Vektra Jakić" appealed to the Administrative Court against the decision on the termination of the concession contract.
The concessionaire violated the provisions of the forestry contract to which he had committed himself, and he did not use non-timber products from the forest for a single year.
