The Central Bank (CBCG) should, due to the current situation caused by the coronavirus, make a decision that will enable the temporary suspension of loan payments (moratorium) for a period of three months, "Vijesti" learned unofficially from several sources.

The moratorium would imply the principle of voluntariness, which means that bank clients who want to can agree with the bank to continue repaying their loans regularly.

The bank will not charge default interest during the moratorium. In addition to loans, the moratorium should also cover the contracts of citizens and businesses with leasing companies.

Last week, the CBCG officially told "VIJESTI" that it proposes to banks to monitor the operations of their clients and, in the event that they run into problems caused by the corona virus pandemic, to help them by aligning the repayment terms of existing obligations and new loans with their capabilities.

The moratorium should be part of a package of financial measures to help citizens and the economy, whose adoption was announced today by Prime Minister Duško Marković. Among the possible measures is the postponement of the payment of tax obligations, and they specify what this will entail.

"Vijesti" was unofficially informed that several models are being considered to protect those who are affected by the measures due to the threat of the coronavirus, and to take care to find a measure in everything in order to preserve public finances.

The measures that need to be adopted are done jointly by the Government, CBCG, employers and bankers.

Two days ago, the National Bank of the Republic of Serbia (NBS) introduced a moratorium on loans for three months.

"During the state of emergency, the bank, as well as the lessor, will not calculate default interest on overdue and unpaid claims and will not initiate enforcement or compulsory collection procedures, nor will they undertake other legal actions with the aim of collecting claims from clients. It will not be possible to claim compensation from the debtor for any costs related to the implementation of the adopted regulations", announced the NBS.

The obligation of Serbian banks is to publish the notification of the offer of delay in repayment of obligations on their internet presentations, which will be considered that the notification has been delivered to all clients. If the client does not reject the offer within ten days from the publication of the notice, it will be considered that he accepts the moratorium without any obligation to go to the bank.

Yesterday, the civil movement URA presented to the Government and the Central Bank of Serbia a proposal for measures to delay the repayment of loans, which is identical to the Serbian model.
