The contracted construction and furnishing of the Old People's Home in Podgorica is delayed due to a bad design and a phallic revision of the project, and the construction company "IGP Fidija", after initially contracting 8.787.071 euros with the former Directorate of Public Works (now the Directorate of Public Works) for the basic contract, will collect after two additional tenders a total of 728,8 euros for subsequent works.
The company is owned by businessman Joko Blagojević.
According to the basic contract, the deadline for the completion of the works was 30 months from the introduction of the contractor to the job, which was broken by several months, so new deadlines were agreed upon.
The Public Works Administration said that the change in the project documentation led to additional works, which increased the contracted cost of construction, and they initiated the revocation of the licenses of the designers.
The second contract for additional works, after the tender procedure, was signed on October 12 this year, and "IGP Fidija" in a consortium with the company "Timing" should complete this work for the amount of 399.515 euros including VAT three months after the introduction of the contractor into the work.
After the tender, the estimated value of additional works in the second half of 2019 was 330.000 euros, and the value of that first additional contract with "Fidia" was 329.308 euros.

"Due to an omission in the project documentation, the Public Works Directorate sent a request to the Directorate for Inspection Affairs and Licensing to consider the possibility of revoking the licenses of companies and authorized engineers who participated in the development and revision of the project documentation", was answered by "News" from the UJR, which is headed by Rešad Nuhodžić.
Based on the previous public procurement procedure, the main project for the construction of the Old People's Home in Podgorica was developed by a consortium of companies: "Ing Invest" Danilovgrad, "Geoprojekt" Podgorica, "Studio O2" Podgorica and "Lars fire" Podgorica, with which the contract was concluded on December 28, 2015.
The contract with the auditor "Urbi pro" Podgorica was signed on August 15, 2016, and the audit was completed on December 23, 2016.
The contract with the contractor - "IGP Fidija" was concluded on October 11, 2017, and the works began at the end of that year.
The owner and director of the Danilovgrad company "Ing Invest", which was the leader in the consortium that worked on the main project, is Ilija Radulović, and the founder and owner of the company "Urbi Pro", the auditor of the project, is Dušan Džudović. The executive director and authorized person of "IGP Fidije" is Ivan Blagojević, son of Joko Blagojević.
Contractor reported defects
"During the execution of the works, the contractor pointed out to the expert supervision the shortcomings and inconsistencies in the revised main project, which the expert supervision confirmed and informed the UJR, in accordance with its legal obligations. This was the reason why, as required by law, changes were made and revised to the project documentation related to the phases of thermotechnical installations, electric motor drive with automatics and water supply and sewerage. Changes to the project documentation resulted in the appearance of additional works, the execution of which was necessary in order to put the facility into operation. The very appearance of additional works increased the contracted cost of construction," said UJR.
The Directorate for Inspection Affairs and Licensing of the Ministry of Sustainable Development and Tourism found that the contractor was not able to continue the work in accordance with the project documentation during the inspection.
"Contracts for the installation of elevators and additional works with the same contractor were signed on December 27, 2019 and October 12, 2020. We note that public tenders for the selection of contractors were conducted in an open public procurement procedure, so that all interested business entities could participate in them, which met the conditions of the tender documentation", added the UJR.
How it started
The regularity and transparency of this public procurement was called into question at the end of August 2017, during the selection of contractors, which "Vijesti" wrote about. Part of the interested bidders expected that the procedure for the selection of the contractor was terminated on August 11, 2017, after an appeal was filed, and it was subsequently learned that the two received bids were opened on August 16.
The procurement procedure was postponed for months earlier that year due to appeals, and it was reasoned that the interruption was expected, bearing in mind the practice that an appeal interrupts the tender procedure until the decision of the competent state commission and that a certain amount of time is needed to convene the session, especially during August when the institution is on vacation.
The President of the State Commission Zoran Živković claimed, however, at the time that the appeals filed by the Belgrade-based Global Trade Solutions and the Podgorica company Tudors Montenegro were filed solely to obstruct the public procurement procedure, and that the state commission "always meets when it comes to priority cases, regardless of the fact that there is (was) an annual vacation in progress."
