On October 30 of this year, the State Administration of Public Works (UJR) announced a tender for additional works on the construction of the "Dušan Korać" elementary school and school for elementary music education in Bijelo Polje in the amount of 850.000 euros, i.e. 1.028.500 euros including tax on added value.
The initial contract for the execution of the works was concluded on March 12, 2019 with the Bijelo Polska company "Unipred", which is managed by Savo Lukić.
According to what was agreed, Lukić's company was supposed to realize this project for 5,38 million euros within 26 months of the introduction of his company into the business.
"During the works, the contractor - "Unipred" pointed out to the expert supervision "Nik com" from Nikšić about the shortcomings and inconsistencies in the revised main project, about which the supervision, in accordance with legal obligations, informed the Public Works Administration. These shortcomings led to the emergence of redundancies and additional works, which is why changes to the project documentation related to the phase of mechanical installations, construction and craft work were made and revised", the Administration, which is managed by Rešad Nuhodžić, replied to "News".
The Administration emphasizes that due to deficiencies in the technical documentation, which were pointed out by the contractor and expert supervision, they sent a request to the Directorate for Inspection Affairs and Licensing to consider the possibility of revoking the licenses of companies and authorized engineers who participated in the development and revision of project documentation.
Who did the audit
The contract on the revision of the main project was concluded on October 30, 2013 with the consortium "Ing invest" Danilovgrad, "Itea" Herceg Novi, "Geoprojekt" Podgorica and "Institut Sigurnost" Podgorica.
The Danilovgrad company "Ing invest", whose owner is Ilija Radulović, is the holder of the consortium of auditors of the project.
"Ing invest" is the holder of the consortium - auditor of the main project. Đukanović's RZUP was also in the consortium for the development of the main project
"Ing invest" appears in several phallic projects, because of which the state has to pay for additional works, about which "Vijesti" wrote in the previous days.
The main project for the school in Bijelo Polje was made by the consortium - "Arching inženjering" Bijelo Polje, professor Rifat Alihodžić, and the Republican Institute for Urban Planning and Design (RZUP) Ac Đukanović, brother of the state president. The contract with that consortium was signed on November 16, 2011.
"Due to the change in legal regulations, which followed in the period after the completion of the main project, as well as its alignment with the Rulebook on the method of preparation, scale and content of technical documentation, during 2017 and 2018, "Arching inženjering" carried out a redesign, and "Ing invest" revision of the redesigned main project", explained the UJR.
Does the procurement make no sense?
The UJZ adds that during the implementation of public procurement procedures and the implementation of projects, which are financed in accordance with the Budget Law, "they fully comply with the Law on Public Procurement, the Law on Spatial Planning and Building Construction and other prescribed regulations".
To the question of whether the additional works make sense in some way the original procurement, the competitive offer that was in the first tender for the execution of the works, but also the estimated value of the total works UJR (5,6 million euros), from the institution managed by Nuhodžić answered :
"As we have stated, the contracting of the necessary additional works, as a result of changes to the project documentation, in this particular case, is planned through an open public procurement procedure to which all interested participants can apply and submit a tender offer for the specified works through a clearly defined public procurement procedure ".
Management: It's not up to us
To the question of whether someone in the Public Works Administration, due to incorrect or irresponsible planning of this procurement, might be held responsible, the institution answered:
"The estimated value of public procurement for the execution of works is determined on the basis of project documentation. An integral part of the revised main project, as it is regulated by the legal regulations in this area, is the estimate and estimate of the works. On the basis of preliminary measurements and estimate of the works, which is an integral part of the revised main project for the construction of the school in Bijelo Polje, a public procurement for the construction of the school was planned and submitted, so that it is not possible to talk about the responsibility of anyone in the UJR due to the wrong or irresponsible planning of this procurement ".
Due to phallic projects, the state will pay another 979 with VAT for additional work on the construction of a new complex and camp at Zlatica in Podgorica for the needs of the special police forces of the SAJ and the Special Police Unit (PJP), and 729 euros for the Old People's Home in Podgorica. ..
How much has been paid so far and what is left for them to do
When asked how much UJR has so far paid citizens' money to "Unipred" for the works performed and what more specifically needs to be done, the Administration announced that on March 12, 2019, they concluded a contract on the performance of works with "Unipred", and that by today, 2.938.341 euros were realized on that project.
"The remaining work is on the facade, installation of part of the locksmith, construction of part of the reinforced concrete footbridge, installation of electrical installations of high and low current, mechanical installations of heating, ventilation and sprinkler installation, plastering, ceramic, sub-laying and painting and painting works, installation of internal doors and sanitary facilities and equipping the facility, which will be followed by the demolition of the existing building and landscaping", specified the UJR.
