"In the Information, it was stated that within the II and III package of government measures, wages have been subsidized so far for over 73 thousand employees in 15,6 thousand economic entities. The amount of funds paid out for wage subsidies for the period April - September reached 51,5 million euros , and the payment of October salaries started on November 1, and in the first week of the current month, 2,4 million euros were paid on this basis, the Government announced.
The salary subsidy program aimed at mitigating the negative effects of the new coronavirus epidemic, as part of the third package of measures, continued the payment of subsidies for part of the net minimum wage, as well as part of taxes and contributions on the minimum wage, this time for July, August and September.

The Government also adopted the Information on the conclusion of the Agreement on the donation of funds for the realization of the project of reconstruction of the bridge on the Tara River in Montenegro with the support of China.
"The government has accepted the proposal for a contract on the donation of funds for the implementation of the reconstruction project of the bridge on the Tara River in Montenegro with the support of China and authorized the Minister of Transport and Maritime Affairs Osman Nurković and the Director of the Traffic Administration Sava Parača to sign the Agreement. The People's Republic of China is in favor of the reconstruction of the Đurđević Bridge Tara, built between 1938 and 1940, donated 55 million yuan (slightly more than seven million euros)".
The Government, as added in the announcement, adopted the Information on the signing of Amendment No. 7 for the Memorandum of Understanding No. IV, in connection with the NAVSTAR Global Positioning System (GPS) with the Amendment Proposal.

The Information on the status of the implementation of the process of monitoring the quality of conducting public hearings in the preparation of laws and strategies in Montenegro with the Checklist for compliance of the procedure of conducting public hearings with the prescribed standards was also adopted.
"The necessity of improving the quality of public debates was recognized above all in the European Commission's Report on Montenegro for 2019, which points out that significant efforts are needed to ensure an increase in public participation in policy-making as part of an inclusive political dialogue. At the same time, in accordance with the conclusion Special working groups for the reform of public administration formed between the European Commission and Montenegro, the Government is obliged to establish a mechanism of centralized control of the quality of public hearings and designate an institution that would be competent to verify that public hearings on draft legal acts or strategies were held in accordance with adopted standards before submission to the Government for adoption. Bearing in mind that the normative and institutional framework has been completed, in the coming period it is necessary to implement the new competence of the central quality control of the conduct of public hearings in such a way as to ensure that all ministries along with the proposed laws and strategies submitted to the Government for consideration, they also submit the opinion of the Ministry of Public Administration on the quality of conducting public hearings in the preparation of the document".
Assistance to Albania in rehabilitating the consequences of the earthquake
The Government also adopted the Information on the assignment of movable assets for permanent use without monetary compensation to the institutions of Montenegro and the assigned humanitarian aid funds to the Republic of Albania in order to rehabilitate the consequences of the earthquake.
"The Ministry of Defense of Montenegro, in relation to the available capacities, made certain movable assets available to certain institutions. Some of these assets are of a consumable nature and were spent on purpose, while the institutions expressed the need for further use of the other movable assets. Due to several strong earthquakes that hit the Republic of Albania at the end of 2019, the Government of Montenegro, expressing solidarity and readiness to provide assistance for the rehabilitation of the consequences of the earthquake, made a decision to help the Republic of Albania. On this occasion, the Ministry of Defense sent the necessary humanitarian aid in the form of available tents, blankets and sleeping bags, for the purpose of forming reception centers for the accommodation of temporarily displaced persons from the areas affected by the earthquake. In order to reconcile the actual with the bookkeeping condition of the movable assets, it is necessary to discharge the movable assets from the humanitarian aid to the Republic of Albania for the rehabilitation of the consequences of the earthquake, from the material accounting of the Army of Montenegro".
As announced by the Government, the total estimated value of movable assets handed over to state institutions is EUR 43.555,00, while the total estimated value of movable assets donated to the Republic of Albania is EUR 51.800.
In accordance with the Law on Food Safety, the Government adopted a Decree amending the Decree on feed additives and premixes that can be placed on the market. The Regulation contains a list of approved feed additives.
The Decision on amending the Decision on the establishment of the National Coordinating Body for the Non-Proliferation of Weapons of Mass Destruction was adopted. The coordination body, which will be headed by Veljko Milonjić, representative of the Ministry of Foreign Affairs, has 26 members.
The Government passed the Decision on granting prior consent to the Capital City of Podgorica for the alienation of immovable property. The decision covers several cadastral plots, at an estimated value of 505 euros per square meter.
The Proposal for the transfer of property rights to real estate representing urban plot 1-14 in the scope of DUP "Zagorič 3 and 4, zone 2" Amendments and additions in Podgorica was accepted. It is an urban plot that includes the former military location "Zagorič next to the railway" in Podgorica. Considering that it is a military location that is not required for use by the Army of Montenegro, it was designated for residential construction on the floor by the planning document DUP "Zagorič 3 and 4, zone 2" Amendments at the proposal of the Ministry of Defense P+4+Ps. Taking into account the above, as well as the fact that the members of the Ministry of Defense and the Army of Montenegro have a need to solve the housing issue in the territory of the Capital City, it was proposed that this urban plot be transferred into ownership, free of charge, to the "Defense" Housing Cooperative, for the purpose of construction residential building for the needs of solving housing issues for employees of the Ministry of Defense and the Army of Montenegro. The Ministry of Defense obtained from the Real Estate Administration an estimate of the value of urban plot 1-14, which consists of cadastral plot 281/3, registered in the Real Estate List 635 KO Podgorica II, which amounts to EUR 1.784.150,00.
The Government also accepted the Proposal for granting consent for the sale of immovable property marked as cat. plot no. 2544/7 and 2544/5, total area 650 m², registered in LN 112 KO Sutomore in the State of Montenegro in the scope of 1/1 ownership, Government of Montenegro in the scope of 1/1 disposal and Railway Infrastructure of Montenegro AD Podgorica in the scope of 1/ 1 management. The Real Estate Administration prepared a Real Estate Appraisal Report based on which it was determined that the value of 1 m² of the property in question is 210,00 euros, which for an area of 650 m² is 136.500,00 euros. The Decision on local administrative fees and the Proposal for a Decision on local communal fees of the municipality of Plužine were adopted, which regulates the payment of fees for files and actions before the authorities of the Municipality. The government adopted the Information on the implementation of the Concession Agreement for the construction of the small hydropower plant "Kaludra 2" on the Kaludarska watercourse concluded with the concessionaire "Hidroenergija Montenegro" doo, accepted the Concession Agreement for the construction of the small hydropower plant MHE "Kaludra 2", on the Kaludarska watercourse and authorized the Minister of Economy Dragica Sekulić to sign the Concession Agreement on behalf of the Government.
The Information on unspent funds in the capital budget of the Public Works Administration for 2020 within the Development Projects of Prljestonica Cetinje program was adopted, with a proposal for redirection. Funds in the amount of 900.000 euros that were not spent due to the fact that no bids were submitted for tenders for the construction of local infrastructure, as well as due to unplanned circumstances caused by the coronavirus pandemic, were redirected to the capital project of the construction of the Hotel "Lokanda" and to the construction of apartments for the needs of social housing and assistance to the most vulnerable to the citizens of the capital.
The Information on unspent funds in the capital budget of the Traffic Administration for 2020 was adopted, with a proposal to redirect funds to other capital projects. The Government adopted the Information on the provision of missing funds for asphalting works on the road section in Tepcima, near the locality of Radovao Luka, in the Municipality of Žabljak, and approved the redirection of funds in the amount of 80.000 euros from the Current Budget Reserve to the spending unit of the Public Works Administration.
The redirection of EUR 100.000 from the Current Budget Reserve to the Ministry of Finance for severance payments in accordance with the 2018-2020 Public Administration Optimization Plan was approved.
Upon the request for financial assistance sent by the CID Publishing House, the redirection of 3.000 euros was approved for the realization of the publishing plan, i.e. the publication of books related to the cultural heritage and identity of Montenegro.
