The draft decision on the capital city's budget for the next year is planned in the amount of 93,46 million euros or 4,3 percent more compared to the funds allocated for this year.
The secretary of the Secretariat for Finance of the Capital City, Snežana Popović, announced at today's central public debate on the Draft that when planning the budget framework for the next year, they were guided by the guidelines of the Government's macroeconomic and fiscal policy for the period from this year to 2023.
"We were also guided by the recommendations of the Ministry of Finance for the preparation of the budget of local self-government units for the following year, then the requirements of consumer units and business companies, realistic estimates of income and expenditure taking into account the effects of the pandemic on economic activities, as well as the fact that in the coming period we expect a high degree of uncertainty", said Popović.
The primary goal of the budget policy, she added, is the establishment of a sustainable financial system, where current expenditures will be covered from the generated income and funds will be provided for planned capital projects.
It can be concluded from the draft that the capital relies mostly on its own funds, which make up 52 percent of the total budget funds, and the capital budget is planned in the amount of 50,94 million euros, and in the structure of total expenditures, capital expenditures participate with 54,5 percent, which shows that the Capital prioritized development over current consumption.
"During the preparation, the recommendations of the Ministry of Finance were followed to plan the capital budget in such a way that the completion of the started projects and contracted works and the start of projects that were rated as priority and that are provided for in strategic documents that are financed from international loans and donations will be planned," he states. in the announcement.
The most significant capital investments that will mark the next year are the continuation of work on the device for collecting and purifying waste water, as well as the improvement of the traffic infrastructure, primarily the continuation of the construction of the Southwest Bypass.
Popović pointed out that she will prepare a detailed explanation of the Draft for the Assembly of the Capital City, noting that the brochure Guide to the Budget for Citizens has been prepared and distributed, and all comments received will be considered after the public hearing.
