Since June 1, 2016, the municipality of Pljevlja has been holding the account of "Vektra Jakić" in a constant blockade, trying to collect a multimillion-dollar debt from that wood processing company based on real estate taxes.
The account of "Vektra Jakić" was blocked for the first time on October 22, 2015, during the administration run by Mirko Đačić. The impossibility of collecting the debt from "Vektra Jakić", despite the promises of the previous government, was one of the reasons why Đačić resigned from the position of the mayor of the municipality in May of last year.
In response to the councilor's question of the Democrat councilor Milojica Tešović, the mayor of the municipality, Igor Golubović, stated that "Vektra Jakić" owes the Municipality of Pljevlja almost two million euros based on real estate taxes.
In the previous period, "Vektra Jakić" initiated procedures in which it requested the payment of multi-million damages due to the unfounded blocking of accounts, but these disputes were resolved in favor of the Municipality of Pljevlja.
In Golubović's reply, it is stated that the real estate previously owned by "Vektra Jakić" was encumbered by a fiduciary transfer of rights with a prohibition on alienation and encumbrance from October 14, 2010 in favor of OTP Bank.
Golubović states that because of this it is not possible to register a mortgage on the property of "Vektra Jakić".
The Administration of Local Public Revenue undertakes compulsory collection measures precisely in the expectation that claims against that legal entity will be collected, but the certainty of collection, based on past experience, cannot be predicted with certainty.
In his answer to Tešović, Golubović did not state how much "Vektra Jakić" owed to the municipality of Pljevlja based on the concession fee.
Earlier, it was announced from the Municipality that the debt of "Vektra Jakić" on this basis is 4,47 million euros.
"When it comes to legally assigned revenues, i.e. concessions, the Administration of Local Public Revenues does not have the authority to collect the assigned revenues, but it is the responsibility of the Tax Administration of Montenegro. Intensive negotiations are underway between the Municipality of Pljevlja and the Government regarding the collection of the concession fee, in the part belonging to the Municipality of Pljevlja. The procedure in question will also regulate the method of settling the obligations of the Municipality of Pljevlja based on taxes and contributions. It is expected that this procedure will end with the collection of the concession fee," Golubović stated in his reply.
8,85 million euros, according to Tešović's data, is the debt of "Vektra Jakić" to the Municipality of Pljevlja, including personal income taxes. The President of the Municipality, Igor Golubović, however, said that the total debt of "Vektra Jakić", including personal income taxes, is 7,3 million euros.
Former Prime Minister Duško Marković, after the Government session held in Pljevlja on October 17 last year, said that a model would be found to compensate the debt of "Vektra Jakić" for the debt owed to the state for taxes and contributions to the Municipality of Pljevlja. Marković did not fulfill his promise.
