The Commission for the Control of the Public Procurement Procedure, due to the complaint of the company Fini dom from Podgorica, ex officio canceled the tender of the Ministry of Internal Affairs (MUP) worth 25 thousand euros, in connection with the procurement of ergonomic chairs for the needs of the Operations and Communication Center (OCC).
The Ministry of Interior, headed by Minister Mevludin Nuhodžić, did not act on the decision of the State Commission for the Control of the Public Procurement Procedure, in connection with that tender, but suspended the tender in a repeated procedure.
Unlike the first decision on the suspension of the proceedings from September 30, which was signed by the former minister Goran Danilović, Nuhodžić made the same decision. The difference was the only thing that was new in Latin, and previously it was in Cyrillic, which "Vijesti" wrote about in May of this year.
On April 4 of this year, the state commission, acting on the appeal of the company Fini dom Podgorica, whose offer was illegally declared invalid by the MUP, accepted the appeal and annulled the decision of the government department to suspend the tender procedure. The MUP was then ordered to eliminate the irregularities and make a legal decision within 15 days.
The commission, chaired by Zoran Živković, after submitting a second complaint from the same company, only determined in a repeated procedure that the irregularities in this MUP tender seem to have been going on since its very beginning and canceled it, subsequently, ex officio without delving into the content and evaluation of the complaints. of the company Fini dom.
"In the technical characteristics or specifications of the subject of public procurement, the customer did not define clearly, comprehensibly, completely and in a way that enables the bidders to submit an appropriate bid, because he did not specify that all bidders are obliged to submit a certificate of quality testing issued by an institution accredited for testing in the bid, he already determined this condition only for the selected bidder, in which way he made it impossible for the bidders to fulfill the conditions required by the tender documentation", the new decision points out.
Therefore, the State Commission found that the tender documentation, in the part of the technical characteristics of the public procurement subject, did not comply with the Law at the Ministry of Interior.
