The President of Montenegro, Milo Đukanović, has not yet signed the decree on the promulgation of the Budget Law for this year, which was adopted by the Parliament last week.
"The President will act in accordance with the competences defined by the Constitution and the established deadlines" was answered yesterday from his cabinet to "Vijesti" when he was going to sign the law and whether it might happen that he returns it to the parliament without a signature.
On June 17, in the late evening hours, the Parliament adopted this law, which was submitted to the President of the State, as told to "News" from the Parliament, on June 21.
In accordance with Article 94 of the Constitution of Montenegro, "the President of Montenegro is obliged to promulgate the law within seven days from the date of its adoption, or within three days if the law was adopted under an urgent procedure, or to return the law to the Assembly for re-decision".
If it were to happen that Đukanović does not sign the decree, but instead returns the law to parliament for some reason, it would create new problems for public finances, because apart from the fact that the law would not enter into force on July 1, it would be questionable when the deputies would re-enact it in the new procedure. voted since the deputies of the Democratic Front are boycotting the work of the parliament.
Delays in delaying the adoption of the budget created major problems for all departments in the Government. Farmers suffer the most, because the state budget is the basis for the agricultural budget and measures to support agriculture.
The Police Administration is also in trouble, as it cannot pay the installments for the official police cars purchased on lease due to the failure to approve the budget, so it had to return them, as well as the administrations for public works and traffic because they cannot start new ones and finish some previously started capital projects. projects. There is no possibility of tendering.
