In this year's Agricultural Budget, which is estimated at 44,82 million euros, there will be higher premiums compared to the previous payments for livestock farmers, farms for milk processing, beekeepers, fishermen, olive growers, growers of vegetable crops, old age benefits, allocations for the purchase of machinery, connections and equipment in the function of primary production, for starting the businesses of young farmers....
Yesterday, the government determined this year's agricultural budget, of which 27,16 million will be allocated from the state budget, 9,32 million from donations and 8,34 million from loans.
It is planned that the agricultural budget will enter the same day when it is published in the "Official Gazette" in order to create legal prerequisites as soon as possible so that the Ministry of Agriculture, Water Management and Rural Development can announce public calls for the allocation of money.
These calls were delayed, because the agricultural budget was conditioned by the adoption of the Budget Law for this year, which came into force on July 1.
Bearing in mind the delay in the national budget, which caused the impossibility of timely adoption of the Agricultural Budget and the delay in the implementation of support measures for agricultural producers, it is necessary to make the budget available to agricultural producers as soon as possible", explained the ministry.
Direct payments in agriculture this year will be 10,11 million euros, while last year they were 8,22 million euros.
About 4,1 million will be paid to livestock farmers from the agricultural budget this year, which is 19 percent more than the year before when 3,5 million was paid.
Premiums per head for cows and heifers were increased from 70 to 75 euros, for sheep and goats from 5.300 to XNUMX euros. The Ministry calculated that around XNUMX farms will receive higher premiums per head.
"The new Agricultural Budget provides support for the development of market milk production, as well as support for milk processing on farms. As a result of the great interest of producers in this measure, we increased financial support compared to the previous year by more than 30 percent, from 1,5 to around two million. "Through the measures of the livestock improvement program, 20 percent of the support for the pig sector has been allocated compared to last year," said the Ministry of Agriculture.
The Ministry explained that when the implementation of the milk processing support measure began in 2017, there were 278 beneficiaries, while last year there were 1.940 beneficiaries.
"More than 2.000 farms that process milk and put these dairy products on the market are registered in the relevant registers. On these farms, finished products are analyzed twice a year, and in this way data are obtained on the quality and healthiness of the products that are placed on the market.
We received data on the distribution method for over 30 million liters of milk, from which over 3.500 tons of cheese and cream were produced and placed on the market in 2019. Through this measure, we have improved hygiene standards in facilities where raw milk is processed into cheese and cream," explained the ministry.
EUR 200.000 will be allocated for risk management in agriculture. The Ministry of Agriculture said that the trend of growth in concluded insurance against damage to agricultural crops, livestock and agricultural facilities continues.
"With 64 concluded insurances in 2017, 141 in 2018, we ended 2019 with 236 concluded insurances. In 2020, 279 users were supported in the amount of 132,75 thousand. Expecting the continuation of the growth trend for 2021, we allocated 200 thousand euros for this measure," explained the ministry, which is headed by Aleksandar Stijović.
Records of land parcels
Subsidies in plant production were increased from 200 to 220 euros per hectare, or 230 euros for those under 40 years of age. The control system has been improved, and this year all arable land will be recorded in the land parcel identification system (SIZEP).
1,9 million have been earmarked for this purpose, which is about half a million euros more than last year.
Starting this year, in the wine industry, it is possible to obtain support for anti-hail nets with accompanying construction.
A measure in the amount of 230, i.e. 21 percent more than last year, was allocated for the construction and modernization/equipment of fruit orchards.
As a measure to support the start-up and development of businesses for young farmers, half a million euros have been allocated, which is 25 percent more than last year, old-age allowances have been increased from 72 to 102 euros, and on that basis, 3,12 million will be spent this year.
The money for the fisheries sector was increased by 1,10 million compared to 2020. Funds allocated to marine fisheries, mariculture, freshwater fisheries have been increased, as well as support for the modernization of fisheries development through the MIDAS 2 project.
