The Podgorica company "Vjetroelektrane Budva" has asked the Ministry of Ecology, Spatial Planning and Urbanism to issue urban and technical conditions for the construction of a wind farm in Brajići.
In the request, which "Vijesti" had access to, it was stated that the site is located in the territory of the municipalities of Budva and Bar, and it was specified that the cadastral municipalities of Reževići II, Kuljače, Utrg, Otovčići, Tomići, Brčeli and Brajići, all of which are included in the Special Purpose Plan for the Coastal Area of Montenegro.
In the request, it is noted that cadastral parcels will be precisely defined through the development of project documentation based on the Agreement on the lease of state land, which the company "Wind Power Budva" concluded on August 25 last year with the state of Montenegro, i.e. the Ministry of Economy.
It is clarified that the Agreement in the preamble states that the Spatial Plan of the Coastal Area on the land that is the subject of the lease provides for the construction of wind power plants and conducted research and measurements of wind potential on these cadastral plots.
The government department headed by Ratko Mitrović was asked to issue urban planning and technical conditions, on the basis of which the project documentation will be drawn up, thus enabling the realization of an investment worth more than one hundred million euros.
According to the Central Registry of Business Entities, the founders of "Wind Power Budva" are the German WPD Europe with 80 percent ownership, while 20 percent is owned by Golub Senić, who is also the executive director.
At the end of August last year, on the eve of the parliamentary elections, a consortium led by the German company WDP concluded an agreement with the Government of Prime Minister Duško Marković on the lease of land for the construction of the Brajići wind farm, in which, as it was announced at the time, 101,3 million euros will be invested.
The contract was signed by then Minister of Economy Dragica Sekulić and Zoran Obradović on behalf of the WPD Brajići Consortium.
"The Brajići wind farm will have an installed power of over 100 megawatts and will produce around 220 gigawatt hours of clean electricity per year, which can cover the needs of over 50.000 average households," said Obradović at the time.
The local partner in the project is the company "Vjetroelektrana Budva".
At that time, it was announced that WPD is the largest developer of onshore wind farms in Germany, and that the Brajići project will be developed without state incentives and guaranteed premium prices, on a market basis.
"We will invest over 100 million euros in the implementation of the project. We will work as expected of a German investor: responsibly, meticulously, accurately and efficiently, and set high standards and expectations for future projects in terms of good relations with the local community, respect for commitments and deadlines, and high valuation and careful disposal of the land entrusted to us by the state for thirty year", Obradović said then.
In Budva, they are skeptical when it comes to the realization of this project, and this was clearly stated at the end of last year by the President of the Municipal Assembly, Krsto Radović (Democrat), who asked the state institutions to present to the public all the details of who is behind this project, because, as emphasized, reminds of the waste water project, which is one of the most corrupt affairs.
"I demand from all competent authorities both at the local and republican level to make additional efforts so that the documentation related to the construction of this energy plant is available first of all to the local self-government bodies, and then presented to the public so as not to leave room for any doubts. The non-transparency of such projects, as well as the interest groups behind them, raises the question of whether we can draw a conclusion about the corrupt nature of these actions from everything, and how it is that the public interest, as freely interpreted by the creators of the thirty-year-old policy, is declared to be something that goes against the interests of the local population and the welfare of all citizens of the municipality of Budva", said Radović at the time.
