Privileged producers of electricity from so-called renewable sources of small hydroelectric, wind and solar power plants received incentives of 66,3 million euros, from the beginning of 2014 to the end of July this year.
Most of the money for these payments is provided by a special item on the account that is paid by all consumers. The new Government has stopped the practice of issuing new concessions to privileged producers, and the money is now paid out according to the contracts in force. All electricity produced by privileged investors is purchased by the Montenegrin Electricity Market Operator (COTEE) at subsidized prices. The incentive was paid for the purchased 1.369 GWh of electricity.
According to the data that "Vijesti" received from COTTA, "Krnovo Green Energy" received the most subsidy, EUR 35 million, for the purchased 682 GWh from the wind park on Krnovo near Nikšić. This company is owned by the international corporation "Akuo Energy Central Europe" from Paris with 51 percent, while 49 percent is owned by the Dutch company "Masdar Energy BV". She started receiving incentives in 2017, when they amounted to 2,2 million euros, and the following year that amount would be worth nine million euros each. In seven months of this year, they received another 5,3 million euros.
The second company in terms of the amount of money received is "Hidroenergija Montenegro" with 9,5 million euros, for the produced 205 GWh from eight small hydroelectric plants. According to data from CRPS, the founders of Hidroenergija are Ranko Ubović, Aleksandar Mijajlović and Oleg Obradović's company Hemera capital. Obradović is an authorized representative of Hidroenergija. They received 1,1 million euros in subsidies last year, and 1,75 million in seven months of this year.
"Možura Wind Park" is the third company in terms of the amount of received subsidies of 9,2 million euros, for the produced 195 GWh in the last three years. They started production at the end of 2019 when they received 35 thousand euros in subsidies, and in 2020 they will receive 6,1 million euros, and in seven months of this year 3,1 million euros. This company has changed several owners since its foundation, and is under investigation by the prosecution in Malta and Montenegro for possible corruption, while the actors of this affair are also being tried in Malta for the murder of journalist Dafna Caruana Galicia in 2017. The owner of 90 percent of the share is now the company "Malta Montenegro Wind Power", which is connected with Chinese capital, and the Maltese state energy company "Enemalta" with 10 percent.
The fourth privileged producer in terms of received subsidies is "Kronor", whose founders are "Kroling" by Željko Mišković, "Mont Hidro" and "Normal company" by Žarko Burić. They received incentives of 2016 million euros for two small hydroelectric plants, which produced 103 GWH since 3,9.
"Hydro Bistrica", whose owner is the company "Synergy", received 1,4 million for a small hydroelectric power plant, which as of 2018 produced 32 GWh. The owners of this company are "Kia Montenegro" (founder Željko Đuranović, representative and executive director Vuk Rajković), as well as Dragana Bošković, Tomaš Hajek, Uroš Karadžić and Radoje Vujadinović. Since 2015, Synergy has received 957 euros for another small hydroelectric power plant, which produced 15,8 GWh.
The company "Igma Energy", owned by Igor Mašović, received a total of 1,3 million incentives since 2015 for the produced 46 GWh from two small hydroelectric plants.
"Small Hydro Power Mojanska" owned by Igor Mašović, Slobodan Popović and Željko Savović, received 1,2 million euros. It started production in three small hydroelectric plants last year and has produced a total of 26 GWh so far. The same owners also have another company, "Small Hydro Power Kutska", through which they received subsidies of 700 euros for two small hydroelectric plants.
The company "Bord Energy" received 2018 thousand euros for a small hydroelectric power plant in 504. The owners of this company are Igor Mašović, "Veletex", the family business of the former president of the Chamber of Commerce Vlastimir Golubović, as well as Radenko Vuletić.
A total of 26 companies receive incentives for 39 sources of electricity, of which 32 are small hydropower plants, two wind parks and five small solar power plants.
Blažov's "BB Hidro" has received 185 thousand euros so far
There are 11 more companies on the list that received incentives for electricity from small hydropower plants in total amounts from eight thousand to 291 thousand. Among them is "BB Hidro", whose owners are Blažo Đukanović, the son of the president of the country Milo Đukanović, and his partner Ivan Burzanović. The concession for this hydroelectric plant was signed by Blaž's father when he was Prime Minister.
"BB Hidro" receives subsidies for a small hydroelectric power plant, which started production in 2020, when they received 48 thousand euros, and in seven months of this year another 137 thousand euros, i.e. a total of 185 thousand euros.
