The President of the Board of Directors of the "Budvanska Riviera" Hotel Group, Mijomir Pejović, sent the initiative to the Minister of Ecology, Spatial Planning and Urbanism, Ratko Mitrović, asking him to amend the ministerial decision and exclude the "Mogren" hotel from the construction ban for the area covered by the Detailed Urban Plan "Budva Center". ”, which would enable reconstruction and extension, so that Budva trademark would receive the prestigious fifth star.

This was confirmed by the "News" in the largest hotel company, which is majority owned by the state of Montenegro.
On April 22, the Government of Montenegro made a decision on the creation of the Spatial Urban Plan (SPA) of the municipality of Budva, which invalidated two controversial planning documents, the DUP "Budva Center" and the DUP "Bečići". This halted construction in the most attractive part of Budva, the one by the sea from the hotel "Avala" to Cape Zavala, thus suspending the issuing of all building permits and thus prohibiting construction in the area by the sea.
"Thus, the planned activities of the Hotel Group "Budvanska Riviera" for the reconstruction and extension of the "Mogren" hotel have been stopped, said Pejović in a letter to the relevant minister.
As a solution to the problem, Pejović proposes to make amendments to the Decision on the development of the PUP of the Municipality of Budva, so that Article 4 paragraph 3 is amended to read: "The ban on construction does not apply to facilities of education, science, health, social care, of culture, energy, sports and recreation, to objects that are located in the cultural-historical entity and its protected environment and have the status of cultural property, objects that have been previously protected and that have potential cultural values for which the initiative to establish protection has been accepted, and which operate as part of companies that are majority owned by the state, infrastructure facilities; substations and distribution facilities, facilities for capturing and treating water for drinking and other needs; facilities for the collection and purification of waste water, streets in settlements and squares, parking areas, markets, city cemeteries, underground and overhead passageways, public garages, public green areas, block greenery on public areas, recreation grounds, children's playgrounds, city parks, promenades, bicycle paths, as well as objects that are reconstructed for rehabilitation, maintenance and use within the existing horizontal and vertical dimensions, which were built in accordance with the law".
He added that the exclusion of the location of the "Mogren" hotel from the DUP "Budva centar", i.e. from the construction ban, would allow the continuation of the planned project of reconstruction and upgrading of the hotel, which is recognized as a special brand and trademark of tourism in Budva and Montenegro. .
"It would provide the possibility of creating a better quality tourist product and achieving significant results that would contribute to all participants in the realization of the planned project," concluded Pejović. The hotel group "Budvanska riviera" manages and operates five hotels - "Palas" in Petrovac (four stars and 171 accommodation units), Tourist resort "Slovenska plaža" in Budva (three plus and four stars with 1.016 accommodation units), hotel "Aleksandar ” in Budva (four stars, 187 accommodation units), the “Castellastva Petrovac” hotel (four stars, 185 accommodation units) and the “Mogren” hotel in Budva (three plus stars, 49 accommodation units). The city hotel "Sveti Stefan" was excluded from the Company two years ago, which was entrusted to the management of another government company "Sveti Stefan hoteli" AD.
At the end of September 2019, the then chief Budva architect Ana Samardžić (current advisor to Prime Minister Zdravko Krivokapić) gave consent to the Hotel Group "Budvanska rivijera" to reconstruct and add to the "Mogren" hotel.
With the conceptual solution "Mogren", which is opposite the Old Town with which it forms a single entity, it would practically retain its recognizable appearance, only one floor would be upgraded, even though the planning document at that location made it possible to upgrade three floors.
