In the tender for the procurement of equipment for the Solari 3000+ and Solari 500+ projects, which envisage the installation of solar panels on the roofs of private residential buildings, as well as companies and public institutions, at least eight companies from America, Europe and Asia can compete with their products, they announced. from Elektroprivreda to "Vijesta" when asked whether due to the existence of speculation that one type of solar panels is favored by the tender, they analyzed the tender documentation and how many types and manufacturers correspond to the conditions from the tender documentation.

They state that speculations about the alleged favoritism of one type of panel reached their company, that they checked them and that they reject all speculations and anonymous tips about tender rigging as unfounded and malicious.

The project envisages the construction of solar panels, which would be purchased and installed by the owners of the buildings under more favorable loans, after which they would have electricity for themselves and sell the surplus to EPCG.

The owners would pay off the equipment in installments over a period of five to seven years, which, as estimated by EPCG, would be lower than the previous electricity costs.

After repayment, citizens and companies become the owners of the equipment and receive free electricity, and the surplus can be purchased by EPCG.

The tender for the purchase of equipment is worth 19,9 million euros.

"During the preparation of the technical specification, the technical characteristics of the photovoltaic equipment available on the European and world markets were analyzed. The analysis concerning photovoltaic modules was made according to current products offered by renowned manufacturers with the most experience in this field. Of the 9 analyzed producers, 7 are located on the so-called "Tier" lists of the world's leading manufacturers of photovoltaic modules. The mentioned list does not only mean the quality of the photovoltaic modules, but also the liquidity of the manufacturer on the market, which is very important considering that its implementation takes several months. Taking into account the interests of the users and the efficient implementation of the project, certain technical criteria were tightened in order to obtain the best and most efficient product after the selection of the most favorable offer. No producer and no product has the status of 'privileged', but the tender was prepared for open competition of suppliers under fair conditions and in accordance with good practice", it was stated in the answers from EPCG.

They state that EPCG and citizens who will be the end users of photovoltaic systems must be maximally protected, and that this is an imperative of this project as well as the transparency of the entire procedure.

"After considering all offers, the offer will be chosen that contains products that fully meet the required technical characteristics, the Montenegrin and European standards that define this area, as well as the lowest price. The conditions according to which the selection of equipment will be made are defined in the tender documentation. One of the elimination criteria for the selection of bidders is the minimum annual production of photovoltaic modules, as well as the production time of photovoltaic modules. The modules must not be older than the term stipulated in the tender documentation, which eliminates the possibility that one of the suppliers 'empties and cleans the warehouse' on this project with outdated equipment and production technology of photovoltaic modules. Therefore, the quality of the equipment must satisfy the defined technical characteristics, and we suggest to all interested parties to prepare appropriate offers that will be considered in detail from the technical and financial aspects", they stated from EPCG.

The project envisages that solar panels with a power of up to 10kW can be installed on the roofs of private residential buildings, and from 10 to 30 kW on businesses and public institutions.

EPCG has formed the company "Solar gradnja" for the implementation of this project, and the process of hiring 500 workers will soon begin. The board of directors of the new company includes Ivan Kilibarda, Janko Milatović and Blažo Đurković, while the executive director is Ranko Vuksanović.

So far, a public call for financing the project worth 30 million euros (loans for the purchase of equipment and installation costs) has been published, to which eight creditors have applied - the Investment Development Fund, Erste Bank, First Bank of Montenegro, Energy Tech Industry Norway, the CKB consortium and NLB Bank, Ziraat Bank, Shangai Electric and Zapad Bank.

In addition to 3.000 households, 500 economic entities, i.e. small production facilities and public institutions in Montenegro, will have the opportunity to install solar panels. The Solari 3000+ and Solari 500+ project, as announced, represents the beginning of the energy transition in Montenegro and one of the most significant investments in the energy sector in the last 40 years. The goal of the project is to reduce CO2 emissions to the lowest possible level and preserve the environment through the energy transition.

"With this project, it will be possible for 3000 households, who live in individual residential buildings, to receive installations of photovoltaic, or solar panels, and from consumers and buyers to become producers and sellers of electricity. Also, the investment will enable 500 legal entities, that is, small production plants and public institutions to apply for participation in this project", EPCG stated earlier.

The complete project will be implemented in a period of up to 6 months from the moment of signing the financing agreement. It is planned that in the next five years, the Solari 3000+ and Solari 500+ projects will be implemented twice a year.

A team of EPCG engineers prepared the documentation, the consultant was a newly established company

The EPCG answered the question of which company was the consultant to Elektroprivreda for the preparation of this tender and when and on the basis of which references and by what procedure was it chosen as a consultant.

"A team of engineers from EPCG worked on the preparation of the tender documentation, and consultancy services in the process of preparation of the tender for the procurement and delivery of equipment and materials for the implementation of the Solari 3000+ and Solari 500+ project were provided by the company 'Greener' doo Podgorica, engineer Lazar Komar . This company was engaged in accordance with Article 26, Paragraph 1, Point 1 of the Law on Public Procurement. The references are the facilities and jobs that Mr. Lazar Komar mentioned in his biography," the answer stated.

The company 'Greener' was founded on May 28 of this year, i.e. a month and a half before the start of the project, owner and director Lazar Komar. Article 26, paragraph 1, item 1 of the Law on Public Procurement, refers to the procurement of products and services with an estimated annual value of up to 5.000 euros, without public procurement announcements.
