The Ministry of Ecology, Spatial Planning and Urbanism (MEPG) announced that it is necessary to provide all households with the opportunity to participate in the "Solari 3000+ and 500+" project, as well as to define the procedure for installing the panels in advance, as well as to remove barriers that would could affect the efficient implementation or increase the cost of installing solar panels.
They said that the mentioned projects, at the initiative of MEPG, through the Environmental Protection Fund-Eco Fund, and in cooperation with Elektroprivreda, CEDIS, the Ministry of Capital Investments and other competent authorities, which provide support for the purchase and installation of photovoltaic power panels up to 10kW for individual residential buildings and installation of photo voltage panels up to 30kW for legal entities on the territory of Montenegro, to give an impetus to the green energy transition in Montenegro.
"The world is very much in an energy transition. The best indicator of this is the fact that in 2018, 26% of the total energy produced in the world came from renewable energy sources and that percentage is constantly increasing. In addition, energy obtained from renewable sources is becoming increasingly cheaper and more competitive compared to energy obtained from fossil fuels. That is why it is important that Montenegro moves in time with the world," MEPG stated.
They said that the project, in addition to marking the beginning of the energy transition in Montenegro, also represents one of the most significant investments in the energy sector in the last 40 years. The value of the investment is around 30 million euros.
The key goals of the project include providing incentives for the development of the green economy, increasing access to renewable energy sources and introducing energy efficiency measures for a significant number of households and legal entities, protecting the environment and reducing carbon dioxide emissions, as well as reducing the use of fossil fuels - coal and oil in production. of electricity and their replacement with renewable energy sources, in order to raise the standard of households and legal entities.
"This project will enable 3000+ households and 500+ legal entities to purchase and install power panels up to 10kW and 30kW, the value of which they will pay through their electricity bill, with a 20% subsidy provided by the Government of Montenegro. The project will enable citizens producing energy for their own needs, and that, eventually, the produced excess energy is sold to Elektroprivreda. This will achieve the goal of raising the standards of citizens because, apart from the payment of loans for solar panels, they will not have additional costs. They will produce energy for their own needs and their electricity bills will be reduced to the level of payment of basic costs. So, when citizens pay off the equipment, and the expected repayment period is from 5 to 7 years, they practically receive free electricity," the announcement states.
This means that citizens will become producers and sellers of electricity instead of consumers and buyers.
"Given that the installation of solar panels will require assistance in the installation and installation of 3500+ solar panels, a large number of citizens will have the chance to be employed at EPCG, as a public tender will be announced for 500 new jobs," they added. MEPG.
As certain conditions, rules and procedures for the installation of solar panels have been established by the current legal regulations, and since cooperation with local governments is indispensable for the realization of the project, the Ministry of Ecology, Spatial Planning and Urbanism initiated a meeting with all presidents of municipalities and city municipalities in Montenegro.
"It is necessary to provide all households with the opportunity to participate, and to define the panel installation procedure in advance, but also to remove barriers that could affect the efficient implementation or increase the cost of installing solar panels," stated MEPG.
The meeting is scheduled for Monday, November 1 at 13 p.m., in the premises of the Ministry of Ecology, Spatial Planning and Urbanism.
The complete implementation of the Solari 3000+ and 500+ project will be led by the Commission for Investments in the Power Sector, which consists of representatives of EPCG, the Ministry of Ecology, Spatial Planning and Urbanism, the Ministry of Capital Investments, CEDIS, Eco Fund, CGES and other competent institutions.
