For the project of installing solar panels on houses and commercial and public facilities, Solari 3000+ for households and 500+ for legal entities, since Monday, when the public call was published, 250 applications have already been submitted, although the deadline for applications is still 60 days. If there are more applications than 3.000 for buildings and 500 for legal entities, the Solari 10.000+ project will be continued immediately. Owners of illegal facilities and facilities for which legalization is in progress can also apply for the project, and the Electric Power Industry, the Ministry of Ecology and Spatial Planning and the municipality will find a form to enable the installation of solar panels on such facilities as well.

This was said by representatives of Elektroprivreda and Eco-Fund at today's presentation of the project. Of the total cost of installing solar panels, the cost of 20 percent will be financed non-refundable by the Eco-Fund, and the remaining amount will now be paid by EPCG, to which the users will return the money in multi-year installments, and the monthly amount will be equal to or less than the current electricity bill. After repayment, the users will have their own source of free electricity, and the excess production will be able to be sold to EPCG.

Đukanović: With this project, everyone wins

The President of the Board of Directors, Milutin Đukanović, said that everyone benefits from this project, both the users and EPCG.

"Citizens who live in houses will be able to install a photovoltaic system with a power of three, five, seven or 10 kilowatts, depending on the ratio of current consumption and production possibilities. To all those who submit requests, our employees will visit the houses, take measurements and give an estimate of possible production by year. The warranty on the equipment is 25 years, we get it from the manufacturer and it will be passed on to the users. Our company 'Solari gradnja' will install the system and service it in case of any malfunctions", said Đukanović.

He stated that with this, EPCG also gains due to the rise in electricity prices on international exchanges.

"We now deliver a megawatt of electricity to consumers for around 45 euros, and the price on European stock exchanges is now around 200 euros. So we will be able to export and sell the amount of electricity we are now delivering to consumers who participate in this project at a higher price." Djukanovic said.

Installation of the first systems already in February

The representatives of EPCG stated that the public invitation for the procurement of equipment, which ends on November 15, is intended to deliver half of the ordered equipment within 75 days. They stated that the installation of the first systems for users could begin in February, if there are no appeal procedures in the tender.

Đukanović said that compared to previous projects, the registration of users is simplified, who only need to register through the EPCG website or by filling out forms at the EPCG Facilitation counters, where they pay their electricity bills.

He stated that the EPCG services will prepare all documentation, as well as that the citizen does not take any loan from the bank or give a bill of exchange.

After registration, a ranking list will be made, and the advantage will depend only on technical conditions and the average account so far.

Those who have illegal facilities should also apply

When asked by "Vijesti" whether users can also be those who have illegal facilities or are in the process of legalization, Đukanović said that as far as EPCG is concerned it is not a problem and that those where there is a meter and legal conditions will install the system, but that the Ministry and municipalities should find a way to solve this problem.

"If someone already lives in the house, has a connection to the EPCG network, probably such buildings will not be demolished," said Đukanović.

EPCG Executive Director Nikola Rovčanin said that this project is in step with the times and the new energy and green goals of Europe.

"Bringing citizens into a position to produce their own electricity is a great success. It should be possible for all citizens who have the conditions and whose households have solar potential to participate in this project, which is a kind of energy revolution," Rovčanin said.

The project manager, Bojan Đordan, said that this project enables a simple technical connection to the network and that the big advantage is that the production is carried out at the point of consumption, because there are no losses in the transmission and the network.

He stated that citizens will be able to pay off their solar power plant for the amount of the monthly bill for a maximum period of ten years, after which they will produce electricity for themselves for free and the surplus will be available to EPCG, which will have the obligation to purchase it.

If 17 million had not been given to the owner of KAP, the subsidies would have been 40 percent

The Executive Director of the Eco-Fund, Draško Boljević, said that by participating in this project through subsidies to citizens and the economy, that institution is fulfilling one of its missions - the production of green energy.

Đukanović reminded that the former government of Duško Marković paid 17 million euros to the owner of KAP for loans due to the alleged reduction of CO2, and that they paid it into the state Eco-fund, which he claims should have been done, now the Eco-fund subsidies in this project amounted to 40 percent.

He also stated that he was at a meeting of representatives of the Ministry of Spatial Planning and municipalities, but that he expects an agreement on the possibility of registering for illegal facilities as well, because many parts of municipalities are not covered by plans even on the coast.
