MANS called on the Ministry to withdraw the concession deed from the discussion

The Network for the Affirmation of the Non-Governmental Sector called on the Ministry of Capital Investments to withdraw from the public discussion the proposal for the concession act for stone extraction from the Platac location in Krimovica, until the situation on the ground due to the use of the quarry by the Carinvest company is determined.

Dejan Milovac from the MANS Research Center said that the draft concession deed completely ignores the fact that this company has been exploiting stone at that location for 15 years, and that there are already built buildings of the Tsarević family on the plots offered for concession, which puts their company to a privileged position in relation to other participants in the future "public bidding".

"In the draft of that document, the Ministry, headed by Minister Mladen Bojanić, treats this location as a completely new stone deposit, and even on the ortho-photographs submitted to it by the Cadastre Administration, it "does not see" that Platac has already formed a quarry. with functional facilities and infrastructure", said Milovac in the announcement.

He said that the document also states that only geological tests were carried out on Krimovica, as if it were a completely new location, and not a quarry from which the Tsarevićs have been extracting tens of thousands of cubic meters of building materials for years.

"It is also stated that an asphalt road built by the Carinvest company for its own needs leads to the "bed", but it is not stated what "needs" the Tsarevićs have had in that location so far," Milovac added.

According to him, the Platac quarry is located in the immediate vicinity of the place where the President of Budva Municipality, Marko Carević, illegally built an agricultural farm and usurped nearly half a million square meters of state land.

"The Carinvest company received the first concession for stone exploitation at the Platac location in early 2006, for a period of ten years. "For most of the duration of this concession, Tsarević's facilities at that location functioned without the necessary permits," Milovac said.

As he specified, according to the data of the former Ministry of Sustainable Development, Carević requested and received a building permit for the construction of the plant only in mid-2010, and the permit for use only in 2015.

"The following year, in 2016, the government of Duško Marković decided to extend this concession for a maximum of five more years, as long as the law allowed. During that time, Tsarević built an entire plant for processing stone and producing concrete and asphalt in Krimovica," said Milovac.

As he said, part of those facilities were built on land that has since become the private property of Tsarević, and which is now an integral part of the future concession contract prepared by the Ministry of Capital Investments. With this, Carević ensured that even in the case of not winning the public tender organized in this way, his family would still benefit from the exploitation of stone from that location.

"The duration of the concession has been increased by the new act proposed by the Ministry to a maximum of 30 years, which is three times more than what was granted to Tsarević by Duško Marković's government," Milovac said.

He stated that, in addition to the deadline for exploitation, the Ministry also increased the amount of stone that can be mined on an annual basis with the new concession act, so from the current contracted 45 thousand cubic meters, the figure was increased to a minimum of 60 thousand cubic meters per year.

"All this speaks in support of the suspicion that the public discussion on the concession act and the future public call for tenders are actually just a form that the Ministry has to satisfy in order to pretend the transparency of the work that will actually be won by the Carinvest company", Milovac believes.

This way of managing state resources is, as he said, a remnant of the practice from the "best years" of the previous government, from which only privileged individuals and their companies benefited, and its continuation produces a new generation of "tycoons close to the authorities".

"Exactly examples like Tsarević and his illegal affairs, which have been going on for years without hindrance, regardless of who is in power, show that there is still no political will to ensure equality before the law and that any party or other interest will never be placed above the public interest. Milovac concluded.
