The old practice and policy of collapse, devastation and usurpation of Mojkovac's forests must be a thing of the past, said acting director of the Forestry Administration, Srđan Pejović.
Pejović visited the Mojkovac Regional Unit today, where he was informed about the worrying situation in that unit by the newly appointed chief, Nikola Mešter.
The Forestry Administration announced that the meeting concluded that the Mojkovac Regional Unit has been facing a number of serious problems in recent years, especially considering the fact that it has been functioning for a long time without a head to manage and organize the work of its employees.
"The analysis of the business books shows a long-term, non-domestic relationship towards the state resource in that regional unit, not only by the previous management and individual employees, but also by other institutions, as well as natural persons," the announcement states.
The Forestry Administration said that this resulted in a catastrophic situation in all business segments, and the particularly worrying state of the Mojkovac forests.
Mešter pointed out to Pejović the problems that awaited him immediately after his appointment, and especially the current problem in the GJ "Lepenac-Palješka Gora", which refers to the disappearance of the wood that was cut for the purpose of works on the road Mojkovac - Lubnice.
"After the analysis of the documentation, it was established that all the volume of wood in question was regularly remitted, however, during the conclusion of the contract between the Government and the contractor, a major mistake was made, so no one was responsible for that mass of wood, which is why it was left on the side of the road to decay and they are rotting," the statement said.
As stated, although there was a way to store that quantity and later sell it, due to a series of accidental or deliberate errors in the procedure, it did not happen.
As it was reported, due to slow administrative procedures regarding the adoption of the decision on the sale of wood assortments at forest storage yards, in the meantime, almost all the amount of wood volume disappeared, that is, it was alienated, which caused great damage to the state, and no one was responsible for it.
The Forestry Administration said that it was pointed out to Pejović that the case had been reported to the police and that all information and reports had been acted upon in order to protect the volume of wood.
"However, the lack of reaction from the police and other competent institutions resulted in the fact that almost the entire amount was gradually stolen, which was demonstrated by the photos that were delivered from the scene," the announcement states.
Pejović pointed out that such situations are unacceptable.
"The old practice and policy of management, i.e. the collapse, devastation and usurpation of Mojkovac's forests, must be a thing of the past," emphasized Pejović.
He said that it is necessary to work together to find a way to stop all suspicious and illegal activities as soon as possible.
For that, it is stated, the support and intensive cooperation of the forestry inspection, the police, the judiciary and the prosecutor's office is necessary, which was absent in numerous situations.
The Forestry Administration said that the number of usurpations of state forest property, which were not acted upon, dating back to 2010, when marking photo signals for aerial photography of private property, is of particular concern, and was observed in the Mojkovac Sub-Division.
"Also, the devastating information is that in that regional unit, on the basis of that recording, natural persons who are co-owners with the state of Montenegro of a large number of state plots, without relevant evidence, appear, which is why a detailed investigation of the matter in question is forthcoming in the coming period, especially in part of the demarcation of cadastral parcels," the announcement says.
The Administration said that it is necessary to form a Commission as a matter of urgency and determine why no one in the then management of the Forestry Administration responded to the written warnings and notifications of the forest guards about the usurpation of state property, as early as 2010, for which there is evidence, as and the way in which state property was recorded in the Cadastre and distributed as joint property to private persons.
"Obviously, these are serious illegal actions that neither Pejović nor the new head of the Regional Unit will remain silent about, given that there are over 300 such cases," the statement said.
It is stated that the huge problem of the Mojkovac Regional Unit is the lack of professional staff, and especially the fact that there is currently no employed forestry engineer in that regional unit.
In the conversation with the employees, Pejović said that fundamental reforms should be expected in the coming period, reinforcement in terms of workforce, but also that it will require a much more responsible work of the employees, considering the problems that the regional unit has.
The Forestry Administration said that no one will be protected or privileged if they did not perform their duties in accordance with the law.
It is stated that it is expected that in the coming period, with the joint effort of all employees, led by the newly appointed head, the regional unit Mojkovac will overcome the existing problems.
"With a strengthened team, better technical equipment and working conditions, but also with responsible, legal and precise performance of work tasks by all employees, the condition of Mojkovac forests will improve, and they will become a symbol of recognition of that municipality," the announcement says.
