President of the Municipality of Kotor Vladimir Jokic asked the Ministry of Capital Investments to withdraw and abandon the draft concession deed for the "Platac" stone deposit in the Grbalje village of Krimovici, stating that it is not in accordance with the planning documents and that it harms the interests of the local community.
This is written in the remarks that the first man of Kotor sent to the office of the department he heads Mladen Bojanic.
The line ministry put the draft of the concession act on public discussion, which caused a storm in the public. The withdrawal of the document was first requested by the Network for the Affirmation of the Non-Governmental Sector, and then by the Local Community "Savina" in Donji Grblje.
The Ministry prepared the draft, as "Vijesti" previously reported, on the initiative of the Kotor company "Carinvest", which until recently was owned by the mayor of Budva. Marko Bata Carevica, which is the current quarry concessionaire. The Tsarevićs have had a quarry in that location for a decade and a half, and the draft concession act stipulates that the concession will be issued for 30 years.
"After reviewing the above draft, we found that the opinion of the Secretariat for Urbanism, Construction and Spatial Planning of the Municipality of Kotor from February 10 of this year was stated in the preparation of the concession act. The concession deed was made contrary to the stated opinion. In the opinion, the coordinate points and area of the concession area provided for by the Spatial Urban Plan (SPA) of the municipality of Kotor are given, and in the concession deed, the area of the concession area is significantly increased, which we do not agree with," the comments state.
As it is added, by looking at the concession deed on the attached sketches, the area of the concession shown is not in accordance with the purposes set by the PUP or the opinion of the departmental secretariat sent to the ministry.
"The concession area is located in the buffer zone of the UNESCO protected area, and the area prescribed for the concession in the protection measures, and the area in the concession deed deviates from the area given in the measures. We believe that before drafting the concession deed, it was necessary to obtain the urban planning technical conditions that also contain the conservation conditions of the Administration for the Protection of Cultural Properties. The concession area, as you presented it in the concession deed, intersects the local road," Jokić states in the letter.
He reminds that the inhabitants of Grblje, through their local communities, in the process of adopting the PUP of the municipality of Kotor, repeatedly expressed their opposition to the opening of new quarries in the area of Grblje, the expansion of existing ones or the granting of new concessions.
"In this regard, the local population signed a petition through the Local Community of 'Savina', which opposes such a proposal for a concession act. The municipality of Kotor has fully supported such civic initiatives in the past as well as now. Taking everything into account, we believe that this type of concession act is not in accordance with the planning documents, did not meet all the necessary prerequisites to be considered in the form of a draft, and that it harms the interests of the local community, so we call on the Ministry of Capital Investments to consider our objections and abandon this draft of the concession act", the letter concludes.
The local community "Savina" warned the Ministry of Capital Investments that it opposes the adoption of the concession deed of the "Platac" stone deposit in Krimovica, warning that the quarry endangers people's lives, not ruling out protests if the Government approves this document.
"We would like to note that the local community addressed your ministry in letters before and expressed dissatisfaction and opposition to any future opening of quarries, landfills and the like in the area of Grblje, which you obviously did not take into consideration when drafting this act. First of all, the existing quarry is already endangering the livelihood of the residents of our local community, reducing the quality of life, as evidenced by the very picture of the climate, stone dust, earthquakes caused by mining, increased noise and other things. This draft concession envisages the expansion of the quarry, so it would have a total area of 368 m376, which would additionally affect the pollution of biodiversity, as well as increasing the harmful effects on human life, above all," states the letter signed by the president of the Council of the Ministry of Health. The Network for the Affirmation of the Non-Governmental Sector called on the Ministry of Capital Investments to withdraw from the public discussion the proposal for the concession act for stone extraction from the Platac location in Krimovica, until the situation on the ground due to the use of the quarry by the Carinvest company is determined.
