To the mayor of Budva Marko Tsarević the way is open for him to manage the "Platac" quarry in the Grbalje village of Krimovice for another thirty years.
According to estimates, that work is worth more than 36 million euros, and the state would earn at least 2,5 million from the concession.
Despite numerous objections, the Government adopted the Concession Act and tasked the Ministry of Capital Investments (MKI) to carry out the necessary activities for the publication of a public announcement and to appoint a tender commission that will conduct the public bidding process for awarding the contract.
For the previous decade and a half, the quarry was managed by the company "Carinvest", and the department of the minister Mladen Bojanić precisely on the initiative of Tsarević's company, he made a draft of the concession act, which he submitted for public discussion in mid-November.
The local community "Savina" warned the MKI that it opposes the adoption of the concession act, judging that the quarry endangers people's lives. They did not rule out protests if the Government approves the document.
President of the Municipality of Kotor Vladimir Jokic he asked the MKI to withdraw and give up the draft concession act.
The NGO MANS called on the MKI to withdraw the proposal of the concession act for stone extraction from the public discussion, until the situation on the ground due to the use of the quarry is determined.
Despite everything, the Government adopted the Information on the preparation of a public announcement for the submission of bids for the award of a concession contract for detailed geological research and exploitation of non-metallic mineral raw materials of technical-building stone in the municipality of Kotor.
In the information that "Vijesti" had access to, it is no longer mentioned that the draft concession act was made on the basis of the initiative of Tsarević's company, but that "it was made on the basis of the annual Plan for granting concessions for detailed geological research and exploitation of mineral resources for 2021".
"The government adopted the Plan for granting concessions for detailed geological research and exploitation of mineral raw materials for 2021 with the Conclusion from the session held on July 30 of this year. The site "Platac" is also included in the Plan. The goal of drafting the Concession Act is to initiate a public bidding process for the selection of the most favorable offer for the award of the Concession Agreement. The draft of the Concession Act was prepared by the Institute of Geological Research, in accordance with the Decree on entrusting part of the tasks under the competence of the Ministry of Economy. "Platac" technical-building stone locality, in a geographical sense, is located in Krimovica, and a local asphalt road, about five kilometers long, leads to the deposit, which connects the area of Krimovica and the deposit with the Adriatic highway via the settlements of Trsteno and Jaz coves. it is written in Information.
They state in detail which area will be given in the concession, that is, the cadastral parcels on which the deposit is located, which are owned by the state, but also by Tsarević, are listed.
"The duration of the concession is 30 years, with a minimum annual production of 60.000 cubic meters, or about 90.000 cubic meters of aggregates of different fractions. Exploitation concession... is granted for a maximum period of 30 years, of which one year for detailed geological research, one year for the preparation of mining documentation, obtaining approvals and consents for the execution of works on the same, preparation of deposits for exploitation, installation of plants and equipment required for exploitation, as well as obtaining a use permit for built objects and 28 years for exploitation. The potential reserves of technical-building stone amount to about 10 million cubic meters and will be affected by the contours of the surface mine, and for the proposed concession period of 28 years, the production capacity will be up to 60.000 cubic meters," the Information reads.
The market value of reserves and technical-building stone that can be excavated, according to the minimum annual capacity for 28 years, is 36.892.800 euros, or 1.317.600 euros per year.
"The minimum concession fee for a period of 28 years is 2.582.496 or 92.232 euros per year. The permanent part of the concession fee, which is determined by the concession contract, may, depending on the bids, be higher than the calculated minimum amount", the Information reads.
The protector of property legal interests of the state pointed out as a remark during the public hearing that the draft concession act states that it was done on the basis of the initiative of Tsarević's company.
It states that the concession deed in question nowhere mentions that it was drawn up based on the annual plan for granting concessions, but that the procedure was initiated at the initiative of the company "Carinvest", which is "contrary to the provisions of articles 7 and 17 of the Law on Concessions".
Together with the MKI, they replied that the part in the concession act that refers to the fact that it was drawn up on the basis of the initiative of the company "Carinvest" will be amended and "aligned with the fact that... it was drawn up on the basis of the Plan for granting concessions for detailed geological research and exploitation of mineral raw materials for 2021".
Deripaska: The proximity of Jaz, Trsteno and Ploče beaches is not taken into account

"By looking at the valid planning documentation, the Spatial-Urban Plan of the Municipality of Kotor coincides with the planned border of the concession area, obviously the concession area is not completely in accordance with the planning documentation, since the planned concession area covers a much larger zone compared to the planning documentation and defined purpose surface. In relation to the planned area from the valid planning documents, the concession area was extended southeast towards the sea and the sea coast and the region which, according to the planning documents, is intended for the development of tourist facilities. The proximity of Jaz, Trsteno and Ploče beaches was not taken into account".

To the complaints of the Municipality of Kotor and the Municipality of Savina, the Ministry of Interior responded that the area proposed for the award of the concession was "defined by new coordinates that agree with the coordinates of the existing deposit".
This, as they state, is in accordance with the planning documentation and is planned by the Spatial-Urban Plan of the Municipality of Kotor.
"For the purposes of drafting the relevant Concession Act, the Opinion of the Administration for the Protection of Cultural Property was obtained, which states that in order to obtain consent for exploitation... it is necessary to prepare a rehabilitation project for the existing maidan, which will provide rehabilitation to mitigate its negative impact on the natural landscape, as well as parts where further controlled exploitation will be possible".
