The new updated list of priority infrastructure projects contains 152 projects, with several sub-projects, and the total estimated value is 6,3 billion euros.
These are projects in the fields of energy, transport, environmental protection, communal infrastructure, health, education, culture, sports, digital infrastructure..., which would be built with money from the state budget, state enterprises, European projects, loans or through private - public partnership.
As stated, the projects are classified according to strategic relevance, i.e. points from 35 to 100, where the one with more points is more relevant and thus has an advantage in implementation. The second division is based on the maturity of the project, so that in Group 1, with subgroups 1a and 1b, there are projects for which all the necessary documentation is completed or almost completed, while in Group 2, with subgroups 2a, 2b and 2c, there are projects in various stages for the preparation of technical documentation.
A billion for better energy
In the field of energy, there are 13 projects with several sub-projects, the total value of which is one billion and 61 million euros.
The most valuable project is the construction of the Komarnica hydroelectric power plant, whose construction costs are estimated at 271 million euros. The strategic relevance of this project was assessed with 90,48 points, which means that it is among the priorities, and the maturity of the project is 1b, that is, the preparation of technical documentation in the final phase. According to an earlier announcement, this hydropower plant would be built by Elektroprivreda with its own money and through favorable loans.
The construction of the Adriatic-Ionian gas pipeline, i.e. the section through Montenegro, is also on the list, the value of which is estimated at 210 million euros. The relevance of the project is 75 points, and it is in phase 2c, that is, at the very beginning of the preparation.
The reconstruction of the Thermal Power Plant and heating of Pljevlja is also planned, which is estimated at 61 million euros and for which the documentation has been completed and tenders have been completed. Back in November 2019, the Chinese DEC was chosen for this project with domestic partners Bemax, BB Solar and Permonte. Due to a failure in the earlier planning of this investment, the project is being modified, which will increase the cost, and the entire case has been handed over to the prosecution.
The construction of the Gvozd wind power plant worth 61 million euros, for which the preparation of documentation is in the final stage, is also planned, as well as the floating solar power plant on Lake Slano worth 50,4 million euros, the planning of which is in the initial phase 2c.
EUR 210 million has been earmarked for several projects to expand and improve the transmission and distribution network. The installation of a new aggregate in HPP Perućica will cost 26,5 million, the continuation of the solar project 10.000 plus 71,8 million, and the improvement of energy efficiency in public buildings 104 million euros.
Another 1,7 billion is missing for the highway to Serbia
For the field of transport, 14 projects with several sub-projects are planned, and the total value is 3,7 billion euros.
The list includes all four remaining sections of the Bar - Boljare highway, which will require 1,7 billion euros. All these sections are classified according to the maturity of the project in group 2b, which means that there is only a spatial plan for the corridor of the future route, but no preliminary designs nor have property issues been resolved. For the section Mateševo - Andrijevica, for which the Government expects favorable European loans and that construction will begin at the end of this year, 295 million euros are needed.
For the section Bar Đurmani - Farmaci, the sum of 440 million was stated, for Farmaci - Smokovac 233 million, and for the section from Andrijevica to the border with Serbia 731 million euros.
Primorska expressway worth one billion
The list also includes the so-called "coastal variant of the Adriatic-Ionian highway - a high-speed road along the Montenegrin coast", whose construction costs are estimated at a total of one billion and 13 million euros, and it consists of seven subsections. The strategic importance of all sections was rated with a high of 94 points, and only the sub-section bridge over the Boka Kotor Bay of 68 million euros is in the stage of finalizing the documentation, while the others are still in various stages of preparation.
Another 330 million is missing for a better railway
The list also includes the reconstruction of the remaining sections of the railway from Bar to the border with Serbia, which requires another 246,5 million euros, as well as the modernization of the Podgorica - Tuzi railway to the border with Albania, worth 84,4 million euros.
The deepening of the bottom in the water area of the Port of Bar and the improvement of the port infrastructure worth 30,5 million euros, as well as the modernization of the Podgorica Airport with 94,8 million euros and the Tivat Airport with 72,1 million euros, are also planned.
The list also includes the Podgorica - Nikšić - Sarajevo expressway, with several subdivisions, which will require 275 million euros, and which is included in the proposal for partial financing from European funds. The construction of the Nikšić - Trebinje railway is also planned, the value of which is 180 million euros.
In the group designated as the environmental protection sector, there are 79 projects and they include investments in water supply, sewerage network, sanitary landfills,..., with a total value of 811 million euros.
146 million for the replacement of asbestos water pipes
123,6 million euros have been earmarked for several water supply improvement projects. A special program is the replacement of asbestos pipes in water supply systems in several municipalities. and the value of the projects is estimated at 146 million euros.
11,3 million euros have been allocated for the reconstruction of the water supply network in Cetinje while reducing the cost of electricity for the pumps.
About 270 million euros have been earmarked for the construction or reconstruction of sewage networks and waste water cleaning systems in several municipalities. For the municipality of Ulcinj, the construction of a sewage network, a device for purification and cleaning of the Port Milena canal is planned for a total value of 55 million euros.
33 million euros have been earmarked for the construction of a regional landfill with a recycling center in Bijelo Polje, and 60 million for a similar one in Nikšić. For the expansion of the Možura sanitary landfill, waste composting and a waste-to-gas power plant, a sum of 22 million euros is required.
The list also includes projects for the protection and revitalization of Lake Plav with 18,6 million and Biograd Lake with one million euros.
41 million for two prisons, courts and prosecutor's office 21
When investing in new buildings for state services, the prison in Mojkovac is listed at EUR 27 million, the renovation of the existing prison in Spuze at EUR 14 million, for the construction of buildings for the Supreme Court and basic courts in Podgorica and Bar EUR 12,3 million, new prosecutor's office buildings 8,2 ,22 million euros, new buildings of the Parliament of Montenegro worth XNUMX million euros...
For the reconstruction and modernization of cultural facilities and the protection of cultural assets, several projects worth 72 million euros are planned. There are only four projects in the field of sports on the list - the sports and recreation center in Kolašin 1,1 million euros, the closing of the swimming pool at Škver in Herceg Novi 217 thousand, the reconstruction of the sports hall in Berane 2,3 million and the construction of the athletics stadium in Podgorica with 2,6 .XNUMX million euros.
200 million to the Institute for Sustainable Technologies
From the social sector, the single largest investment relates to the construction and establishment of the International Institute for Sustainable Technologies in Southeastern Europe with a total figure of 200 million euros. The documentation is still in the preparation phase.
For investments in digital infrastructure, three projects have been listed - the data center of state administration bodies, 4,5 million euros, the development of infrastructure for broadband Internet access, 56 million euros, and the broadband network of state authorities, XNUMX million euros.
The land variant of the Adriatic-Ionian highway is not on the list
The list of priority infrastructure projects does not include the so-called land variant of the Adriatic-Ionian highway. This section is included in the program "Montenegro now" - traffic blood flow, which was presented by Prime Minister Zdravko Krivokapić at the end of November last year.
According to the map presented at the time, the section starts from the intersection with highway 5C near Čapljina and via Trebinje enters Montenegro near Grahov, then goes through Čevo and near Farmak it crosses the section of the highway Bar - Podgorica and continues on it towards Smokovac. It goes east from Smokovac and crosses into Albania near Tuzi.
The Ministry of Capital Investments gave the Government, before adopting this list, the opinion that it is necessary to include the land version of the Adriatic-Ionian highway in the spatial plan and do additional analyses, and that the priority is now the coastal version of the expressway because it has a higher level of preparedness of the projects.
"Vijesti" wrote at the end of December that the Adriatic-Ionian highway is not on the list of priorities, despite the announcements, but then the Government reacted by stating that it was included.
335 million euros are needed for education and healthcare
The list includes several projects in the field of healthcare for which around 145 million euros are needed
The most valuable project is the construction of a new hospital in Podgorica for EUR 50 million, a new emergency center in Podgorica for EUR 27 million, a health center in the City Quarter for EUR 10 million, a clinic for infectious diseases and a clinic for dermatovenerology for EUR 8,5 million, a hospital in Pljevlja for EUR 6,7, XNUMX million euros, Mental Health Clinics six million,...
190 million euros are planned for several projects in the field of education.
13 million is earmarked for higher education projects, and they relate to the reconstruction of student dormitories in Podgorica and Cetinje, as well as the Music and Drama Academies in Cetinje.
The amount of 92,5 million euros was specified for the construction of new and reconstruction of existing primary schools. The construction of five new primary schools in Podgorica is planned - City quarter, Zabjelo, Stari aerodrome, Tuški put and Masline, as well as in Igalo, Tivat, Karabuško polje near Tuza and Radovići near Tivat.
The amount of 28,8 million euros was specified for the construction and reconstruction of secondary schools, and the construction of only two new ones is foreseen - the second gymnasium in Podgorica and the new gymnasium in Bar. 54 million are earmarked for the construction and reconstruction of kindergartens.
