The priorities of ZZZ are preparing the unemployed for employment and cooperation with employers

This year, the Employment Service (ZZZ) will pay special attention to the preparation of unemployed persons for employment, and will also strive to achieve the most successful cooperation with employers.

The aim of the Institute will be to prepare the unemployed for inclusion in active employment policy programs.

"In this regard, the counselors in the labor offices will intensify the implementation of professional treatments, which, above all, relate to information and counseling in order to increase employment and employment", it is stated in the Work Program of the Institute for this year.

As stated in the document published on the Institute's website, the aforementioned professional treatments are aimed at identifying individual needs and providing help and support in assessing the current situation and presenting the possibility of further professional development.

"Counselors will provide professional assistance to the unemployed and other jobseekers, both in choosing, looking for and accepting employment, as well as motivating them to acquire the knowledge and skills needed to increase employment and improve professional development, by including them in some of the active employment policy programs while are found in the records of unemployed persons", said the Institute.

According to the words of its representatives, this year too, according to established practice, the Institute will strive to achieve the most successful cooperation with employers, providing them with certain services.

These services refer to employment mediation, visits to employers, legal and technical assistance when establishing an employment relationship, thematic meetings, presentations, round tables and employment fairs.

"In accordance with the measures to combat the Kovid-19 pandemic, the Institute will also use adequate communication channels - digital channels, to reach employers. Long-term good cooperation with employers' associations will significantly help us achieve this goal," the document adds.

Although there has been a growing trend of seasonal employment in recent years, the Institute said that, unfortunately, due to the pandemic, that trend has stopped.

"The institute will pay particular attention to motivating employers to increase the number of requests for mediation, so that as many people from the unemployment register as possible get the opportunity to work in seasonal jobs. Also, all human and spatial capacities of the Institute will be available to employers", added the ZZZ.

Continuous improvement of work in the part of records in the field of employment is a prerequisite for improvement of the Institute's work process.

In this year, it is planned to continue the activities related to the analysis and research of the situation and trends in the labor market, as well as the preparation of the analytical and informational basis for determining the employment policy.

"The plan also includes monitoring the impact of macro-economic and demographic trends on the labor market, as well as analysis of economic, social and other trends and their impact on employment, employment and unemployment," the document states.

During this year, it is planned to develop a new methodology and instructions for introducing new or innovating existing statistical reports, as well as harmonizing statistical reports, based on which certain indicators on the labor market are determined, with reports from Eurostat and the International Labor Organization (ILO).

"Cooperation with institutions that deal with statistical reports will continue, as well as monitoring regulations related to the field of employment and labor market statistics," said the Institute.

In addition, data submitted by employers on employees who have been paid severance pay will be consolidated.

"The application of the regulations related to the work of foreigners in Montenegro will continue within the jurisdiction of the Institute and the preparation of analytical material, as a basis for determining quotas for the work and employment of foreigners in the coming year," the document concludes.
