Deputies of the Democratic Front, Democrats and a representative of Demos Miodrag Lekić submitted to the Assembly a proposal for a decision requesting the opening of a parliamentary investigation and the formation of a survey committee in order to collect information on the actions of state and other authorities in connection with the Možura wind power plant construction project.
The aim of the parliamentary investigation, among other things, as it is written in the proposal of the decision, would be for the Assembly to assess, based on the committee's report, whether the (in)action of the competent state authorities had harmful consequences for property and the overall public interest of Montenegro, and that after that determine the possible existence of political and criminal-legal responsibility of specific persons.
As stated in the explanation, after the public became interested in the "Možura" affair, which is the subject of an investigation by Europol, the police in Malta and the Montenegrin investigative authorities, for months the affair "became dumb", that is, it lost its intensity.
"According to the data that was available, it can be concluded that in Montenegro there is very important evidence of the existence of multimillion-dollar corruption in a project that will cost the state, additionally, through the contract on subsidized electricity for 12 years, 115 million euros. The company 'Mozura Wind Park' (MWP), which manages the controversial wind power project on the Možura hill between Bar and Uicinje, has been operating for years through Prva banka, in which it is the single largest shareholder. Aco Djukanovic, brother of the president of the state Milo Đukanović, which can be concluded on the basis of the documentation that was collected during the journalistic investigation", it is written in the explanation of the proposal.
It is added that for years the Montenegrin Government hid from the public that the mysterious offshore company from the Seychelles "Cifidex Ltd" took over a controversial international project worth almost 2015 million for a few months at the end of 90, despite having a share capital of only one US dollar .
"This is a company that is under investigation by the European police service Europol and the police authorities of the State of Malta as part of the investigation into the murder of a well-known Maltese investigative journalist. Daphne Caruana Galicia. This large and very important investigation, which, unfortunately, journalist Caruana Galici paid with her life, leads to Montenegro and some high-ranking officials of the former regime, and we believe that as a society we are obliged to fully investigate and reveal all the details of this brutal crime," the MPs state. in the explanation.
The members of the opposition said that with this parliamentary investigation, the Assembly would make a significant contribution to uncovering the affair that affected Montenegro and Europe.
The business related to the purchase and sale of the "Možura" wind farm in Malta was allegedly assessed as corrupt, because it is believed that corruption occurred through the company "Cifidex Ltd" and other related transactions from 2015 and later, which were partly carried out through Montenegro. several senior government officials of Malta.
Allegedly, that case is connected with the murder of the aforementioned journalist. Among other things, she investigated possible corruption in the construction of the Možura wind farm in Montenegro and exposed crime in the highest echelons of government.
The son of a murdered journalist, Matthew Caruana Galicia, previously told "Vijesti" that the then Prime Minister Milo Đukanović was a key person from Montenegro that his mother dealt with while investigating the "Možura" case, but also that she was investigating his connections with the former Prime Minister of Malta Joseph Muscat and the ruling elite in Azerbaijan.
In mid-August 2020, in the midst of the election campaign, Đukanović asserted that in the case of "Možura" "everything was done impeccably and cleanly", adding that he responsibly claims that there is no one guilty in Montenegro.
The suspicious million-dollar business, the construction of a wind power plant on the Možura hill, between Bar and Ulcinj, has been under the scrutiny of the Montenegrin Special State Prosecutor's Office (SDT) for years, but for now it is not known who has been questioned and whether there are any suspects.
SDT at the end of last year, while the head was a special prosecutor Milivoje Katnic dismissed the criminal charges on the basis of which it was investigated whether the company MWP was legally denied nearly seven million euros of input VAT.
