The bank guarantee for the acquisition of economic citizenship was lowered from 2,5 million euros to one million, it was announced after the Government session.
As stated in the announcement, the Government adopted a Decision on amendments to the Decision on the criteria, method and procedure for selecting persons who can acquire Montenegrin citizenship by admission for the purpose of implementing a special investment program of special importance for the economic and economic interest of Montenegro.
"In order to achieve optimal economic benefits and provide further support to development projects, the changes allow all investors who meet the criteria prescribed by the Decision to submit applications and start the implementation of their development projects in the tourism sector," the announcement says.
It is stated that the amount of the bank guarantee has been lowered from 2,5 to XNUMX million euros.
"Also, the possibility is foreseen for children who were not yet born at the time of the application by their parents to acquire Montenegrin citizenship, respecting the principle of family reunification and the best interest of the child in accordance with international documents that regulate these issues in more detail," the announcement states.
The government adopted the Information on the request of Crnogorska komercijalna banka (CKB) for the provision of funds from the state in the name of unpaid loans from end users that were allocated to the agricultural sector through this bank in order to implement the Agreement concluded between the Council of Ministers of Serbia and Montenegro and the Government of Poland on the provision of loans for related help.
"This is a request by which CKB, referring to the Agreement from 2006 and the Annex from 2007, asks the Ministry of Agriculture, Forestry and Water Supply to pay 842,4 thousand euros, because it believes that the conditions for the collection of claims have been met." the statement said.
It is stated that in order to resolve this issue, the Government tasked the Protector of Property and Legal Interests to actively participate in the process of assessing the merits of the bank's request and, after familiarizing himself with all aspects of the case, prepare a comprehensive factual and legal analysis that will provide an answer to the bank's actions taken so far when performing banking services as a commission agent, and for the purpose of taking the Government's position on the matter.
It is added that the Ministries of Finance and Agriculture, Forestry and Water Management are in charge of determining the current state of the debt towards the Polish credit provider in direct communication with the CKB and in accordance with the agreed repayment schedule in a clear and precise way to foresee the management of the state debt.
The Information on the realization of the Komarnica hydroelectric power plant project was adopted and the Concession Agreement for the use of natural resources, for the construction, maintenance and use of the Komarnica hydroelectric power facility for the production of electricity, was accepted.
"In the discussion, it was particularly emphasized that the final decision on the construction will be made only after the creation of the Elaboration on the impact on the environment, as well as that the public interest will be protected by the illegal contracting of any model that threatens 100 percent ownership of the future hydroelectric power plant," it says. in the announcement.
The contract stipulates that the Government transfers to Elektroprivreda the right to use the watercourse of Komarnica and to use the water energy potential for the production of electricity in the manner and under the conditions stipulated by the law, this contract, the implementation plan, the water and use permit.
It is stated that the concession period is 30 years from the start of the main works, and the contract is implemented in three phases.
The government adopted the Information on the activities carried out in the process of granting a concession for the use of the Otilovići reservoir for the construction of a small hydroelectric power plant, passed the Decision on the granting of the concession and accepted the draft contract.
"On this occasion, the Ministry of Capital Investments is tasked with carrying out the negotiation process with Elektroprivreda, with the aim of harmonizing the final text of the contract, which will be submitted to the Government within 30 days," the statement said.
The session also adopted the Information on the activities undertaken in the implementation of the Kotor - Lovćen cable car construction project.
The concession contract for the implementation of the Kotor - Lovćen cable car project between the Government and the Consortium Novi Volvox and Leitner AG/SpA was concluded on December 15 last year.
"The agreed duration of the concession for the realization of the Project is 30 years from the date of fulfillment of the prerequisites stipulated in the Concession Agreement. In order to create the conditions for the start of the implementation of the Project, the Ministry of Finance is tasked with providing EUR 53,6 thousand for the expropriation of the section of the Kotor-Lovćen cable car's route and piers, as well as to carry out the expropriation procedure," the statement said.
The government adopted the Information on challenges in the process of contracting projects planned in the Annual Action Program for 2018 and the implementation of the IPARD II program within the implementation of the EU Pre-Accession Support Program (IPA).
"In the Information, it is stated that, due to significant delays in the preparation of tender documents from the institutions responsible for implementation, caused by a lack of personnel capacity, frequent changes of employees, as well as a lack of personnel with specific experience for the preparation of tender documents, there is a risk of losing available funds from both programs" , the announcement states.
It is added that a number of conclusions have been reached in this regard, the implementation of which will ensure more efficient use and reduce the possibility of losing available funds.
As stated, the government adopted the Information on the payment of compensation to KfW Bank for the extension of the term of use of credit funds from the Contract on Promotional Loan, concluded on September 22.09.2017, XNUMX. year, between KfW Bank and Montenegro, represented by the Ministry of Finance, for the project "Collection and purification of waste water in Podgorica".
"In this context, the Government agrees to extend the deadline for the availability of credit funds from the Promotional Loan Agreement with KfW Bank until June 30, 2025, and to settle the cost based on the fee for the extension of the deadline from the budget of the Capital City and the budget of Montenegro Up in equal parts," the announcement states.
It is added that the payment of the fee for the extension of the period of availability of total funds will enable the smooth continuation of the implementation of the project.
