In 2021 and in the first half of 2022, there were no significant activities in terms of privatization and realization of projects based on the public-private partnership model, and the privatization plans for last year and this year were not even adopted.
"Achieving greater economic growth, opening new jobs and employment, increasing investments and exports, creating better conditions for the growth of the population's living standard, along with increasing the competitiveness of the Montenegrin economy, are the expected effects of privatization activities. However, the implemented privatization processes most often did not result in the desired effects", it is written in the Government document "Spring Analysis of Macroeconomic Trends and Structural Reforms".
The analysis presents the implementation of the economic and development policy in 2021 and for the first three months of 2022.
The analysis states that based on the activities of the Council for Privatization and Capital Projects in its new composition and the Commission for Assessing the Market Value of Property, which was formed by the previous Government, there was a readiness to deal with possible failures in privatization procedures in the previous period, in terms of determining the real the market value of privatized companies at the time of privatization and in terms of the transparency of privatization procedures.
Thus, the Council submitted documentation related to the privatization of Elektroprivreda, Crnogorski Telekom and Rokšpeda - Hotel Galeb, while at the request of the Special State Prosecutor's Office and the Police Directorate, the Council submitted a statement on the documentation related to the privatization of HTP "Boka" companies and the registration of the right of use in right of ownership at the request of the company "Bajo Pivljanin".
In addition, the Council for Privatization and Capital Projects considered the issues of realized investments on the Luštica peninsula, and the implementation of the activities foreseen in the Agreement on the long-term lease of the Military-Tourist Complex Mediteran in Žabljak for the year 2021 was reviewed.
"It was established that the provisions of the contract relating to the deadlines for the start of construction have not been fulfilled. It was found that obtaining a construction permit for the planned project is also disputed. In this regard, the Government tasked the competent institutions to implement appropriate activities in order to overcome these problems. Also, the Council carried out control of the performed works and the level of invested funds, in accordance with the investment program of the Portonovi project in Kumbor," the document reads.
The most important activity of the Council was the decision to transfer the Ulcinj Saltworks into state ownership.
That government body submitted documentation related to the privatization of the company Jugopetrol - Solana Bajo Sekulić in Ulcinj, HTP, to the Parliamentary Commission for Monitoring and Control of Privatization Procedures, whose competence is to review all completed privatization procedures, as well as to monitor ongoing procedures. Boka in Herceg Novi, is selling the Avala hotel as part of the assets of HTP Budvanska Riviera and the Center for Rest and Recreation in Igalo.
