The Electric Power Company of Montenegro (EPCG) is preparing documentation for the tender for the construction of heat pipes from the Thermal Power Plant (TE) to the city, worth more than 2,7 million euros, for the heating needs of Pljevlja.

This was confirmed by EPCG Executive Director Nikola Rovčanin to the "News", pointing out that in early August, in accordance with the law, he will select the contractor and prepare the main project.

Rovčanin emphasized that the investment was approved by the Board of Directors, in accordance with the Business Plan.

"I would like to remind you that the realization of the eco-reconstruction of the TPP is in progress, within which around five million euros are being invested for heating purposes. Unfortunately, we spent several months due to the attitude of the local administration towards this project, which the public was previously aware of. However, we found another solution and we expect the Ministry to issue us the necessary document soon," said Rovčanin.

He explained that they approached the Ministry of Ecology, Spatial Planning and Urbanism after the Municipality of Pljevlja refused to issue changes to the urban planning and technical conditions for the Pljevlja heating project.

The delay in the issuing of urban planning technical conditions was the reason for Rovčanin to accuse the President of the Municipality of Pljevlja Rajko Kovačević of "trying to stop the project with open obstructions".

Earlier, the Ministry of Ecology, Spatial Planning and Urbanism informed the Municipality of Pljevlja that it is competent to issue changes to the urban planning and technical conditions for the city heating project.

"Any changes and additions to the urban planning and technical conditions issued by your Secretariat are within your jurisdiction, so in accordance with the provisions of Article 62, Paragraph 1 of the Law on Administrative Procedure, we are forwarding the relevant request to you for jurisdiction and action," it is stated in the Ministry's response to the Secretariat for landscaping of the Municipality of Pljevlja.

Rovčanin says that in 2019 the Municipality already issued urban planning and technical conditions and refused to issue changes to that document, which is within their jurisdiction.

He claims that in four months they did more on this project than all their predecessors did in 40 years.

He said that as a responsible company, they did everything to ensure that Pljevlja finally got heating after 40 years.

On May 17, the resident of Rovčan and the director of the Public Works Administration, Boro Lučić, signed a contract related to the project "Heating Pljevlja, for a clean and warm Pljevlja - construction of the primary heat pipe from the thermal power plant to the city".

The first phase of the indicated project refers to the development of the main overall project of the primary heat pipe and the construction of the primary heat pipe, in the length of about 1.830 meters.
