After recently making a decision by which the attractive property of the Budva Swimming Water Polo Club, the swimming pool, the restaurant "Maša" and the plot on the Slovenska beach, was transferred to the Municipality of Budva, the local administration will continue to determine the property register and return the property worth millions that had been registered until now to sports clubs, local communities, non-existent companies.
The first next step, as "Vijesti" confirmed, is to transfer the football stadium in Petrovac, as well as the "Red Commune" memorial home there, which are registered to the Petrovac Local Community, to the Municipality.
"Also, the procedure to return the property in Petrovac will be initiated, because the Local Community of Petrovac cannot be the titleholder and owner of the property of either the football stadium or the 'Red Commune' Memorial House as a cultural institution. The municipality of Budva will do what is its legal obligation, to determine the property register, which has not been done to date. Determining the property register means reviewing all the problems in the previous period. If we have the fact of what happened to the property of the Football Club 'Mogren', which does not exist today and land is still being used for it, we do not want it to happen in any other case. We want to protect the property, that is, return it to the Municipality of Budva", he said Nikola Jovanovic, the recent chief of staff of the President of the Municipality Marko Tsarević, at the last session of the Board of Trustees.
As part of the "Red Commune" Memorial House, there is the "Marko Krstov Gregović" gallery, a memorial room about the "Red Commune" of Petrovac, as well as a cinema hall with 160 seats, which, in addition to screening films throughout the year, is used for symposia, congresses, public forums and theater performances. In front of the building there is an open amphitheater, where musical events are held: concerts of classical and jazz music, performances of coastal klapas, as well as folklore groups. The name "Red Commune" has historical significance. Back in 1920, the communists won the municipal elections, took power and founded the Petrovac Red Commune - the first communist municipality on the Adriatic. It is still named after that.
At the end of July, in a stormy session, the Board of Trustees adopted the proposal for the Decision on Amendments and Supplements to the Decision on the Establishment of the Sports Club Swimming Water Polo Club "Budva - Budvanska Riviera", which returned the property of the defunct water polo club back to the Municipality.
The municipality thus once again became the owner of the open swimming pool on Pisana in front of the Old Town with a business premises, where the restaurant "Maša" used to be located, as well as property next to the indoor swimming pool on Slovenska Beach.
The city government of DPS and SDP in 2008, as it was said at the session, based on an unwritten matrix in order for the powerful to get attractive plots of land, copied the municipal land, referring to the Law on Sports, to sports clubs.
Thus, a 1.700-square-meter plot of land on Slovenska beach was registered as a water polo club, and a nine-story hotel with a gross area of 34.000 square meters was planned there.
The property of the Municipality is also in Pržno, in the former business center opposite the "Maestra" hotel, where the business premises are registered with the "Sveti Stefan" Local Community, and it is expected that the Municipality will rewrite the rest of the tribunes at the city swimming pool in Pisana, which is led to Sportsko -fishing company "Delfin".
Not even after six years since the new government took over the management of Budva, after the fall of DPS, one of the most attractive plots in the city - 2.524 square meters of the football field at the Lugovi location, at the very entrance to the city, 50 meters from the sea, is still being used for defunct Football club "Mogren".
The Budva Cadastre refused to register the Municipality, after which the Secretariat for Property Protection of the Municipality of Budva filed a complaint with the relevant ministry, which, while under the patronage of the Democratic Party of Socialists, did not make a decision. Although the Municipality of Budva is officially the founder of that football club, which was supposed to mark its hundredth anniversary two years ago, the local administration fails to transfer the undeveloped plot to itself. Until then, public bailiffs on several occasions registered mortgages on the plot by numerous creditors to whom the football club, which was managed by DPS personnel, remained in debt, which also drove the club into bankruptcy. On the plot, which covers the northern part of the football field, with the changing rooms, and partly opens onto the main city boulevard, there are two twin towers of 12 floors each.
In the Old Town, phantom companies are still the holders
The Secretariat for Property Protection has been insisting for years with the Administration for Cadastre and State Property to renew the real estate cadastre for the Old Town, due to numerous irregularities, in order to prevent multi-year misuse of municipal property worth millions, which is managed by defunct or non-existent companies.
For years, the former Real Estate Administration of Montenegro ignored the requests and urgencies sent by the municipal secretariat, in order to carry out a new so-called cadastral presentation of the Old Town, because decades ago the most valuable property of the local administration was registered to long-defunct municipal institutions and state-owned companies, which is enabled numerous abuses, including illegal use and leasing of valuable real estate.
In the cadastral records of municipal property, there is a situation that even after more than 30 years since the dissolution of certain legal entities founded by the state and the Municipality, such as ONO, DZS and KIC, buildings and houses in the Old Town are still owned by them.
