Contracted public procurement of 188 million euros

The total value of contracted public procurement in Montenegro for the first six months of this year was 188 million euros, which is more than four times the amount compared to the same period last year, when the value was 44 million.

At the last session, the government adopted the first semi-annual report on public procurement, which shows that a total of 8.312 offers were submitted, of which 3.046 contracts were concluded, which is 1.800 contracts more than last year.

According to the type of item, the highest contracted value of works related to goods in the amount of 115 million, the value of procurement of services was 25,6 million, and the value of works was 47,3 million.

By far the largest number of contracts, with a value of 157 million, was awarded through an open procedure, while the number of conducted negotiation procedures without prior publication of the invitation was 45 in the amount of 10,75 million euros, of which 82 percent were carried out due to extreme urgency.

The participation of domestic bidders who concluded contracts amounted to 90 percent, with a contracted value of 170,5 million, while the rest were foreign bidders. The average number of bidders was 2,76, while there were 1.332 contracts with one submitted offer of the contracted value of 64 million.

The average duration, that is, the time from the date of publication of the tender documentation to the date of conclusion of the procedure contract, is 77 days.

This year, 669 obligees were identified on the list of applications of the Law on Public Procurement, of which 17,64 percent are state bodies, 5,83 percent are municipalities, and the rest are public services or companies.

Since the beginning of last year, public procurement has been carried out through the electronic system (CEJN), which was disabled for a month due to cyber attacks that began on August 20, so the state could not procure key things for citizens, state enterprises, and the administration through tenders. ..

Thus, the Ministry of Internal Affairs was not able to respond to all requests for the issuance of license plates within the time prescribed by law. "Vijesti" announced that about twenty larger tenders for the procurement of goods, services and works that should be carried out by the end of the year at the University of Montenegro are pending due to cyber attacks, and the Ministry of Defense and the Electric Industry previously announced that they are in trouble because they cannot to order supplies.

At the session, the Government also adopted the report of the Commission for the Protection of Rights in Public Procurement Procedures, which received 99 appeals for the first half of this year (of which 14 cases were carried over from last year) and six cases of enforcement of Administrative Court judgments. Of that number, the Commission resolved 89 cases. 32 appeals were accepted, 22 of them partially, 10 times the public procedure was canceled in its entirety, seven appeals were rejected as unfounded, part of the public procurement procedure was canceled three times...

Most of the frogs mentioned, 61 of them, related to decisions on choosing the most favorable offer, and 15 frogs related to tender documentation. Domestic companies submitted 79 complaints, while the rest were made by consortia.

400 euros have been allocated from the state budget for the Commission's work this year, and 163 euros have been spent in the first six months of that amount.
