After the President of the State, Milo Đukanović, declared this year's second budget rebalancing by decree, the Assembly submitted that law to the "Official Gazette" yesterday for publication.
President Đukanović's advisor for the constitutional system and legal issues, Boris Bastijančić, confirmed to "Vijesta" yesterday that Đukanović signed the decree on the promulgation of the law, and the parliamentary press center told us that the act was sent for publication.
Although the Minister of Finance, Aleksandar Damjanović, requested that, due to urgency, the budget rebalancing would come into force on the day of publication in the "Official Gazette", this did not happen, because the proposal did not receive the necessary majority of deputies.
Support came from 40 deputies of the old parliamentary majority as of August 30, 2020, but it was absent from the deputy of the URA movement Suada Zoronjić, who, according to her, was due to a technical error, along with 16 other deputies of the DPS and the Bosniak Party ( BS) abstained during the vote.
The urgency of entry into force was previously established by the Legislative Committee.
"Vijesti" asked Zoronjić to explain the decision during the vote, as well as whether he thinks that such a move is correct, knowing the current state of public finances in the country.
"It was a technical error. I voted for the rebalancing of the budget," said Zoronjić.
After the results of the vote on the aforementioned proposal were presented at the parliamentary session, the President of the Assembly Danijela Đurović said that there was obviously a technical problem, and her words were repeated by the deputy of the Democratic Front, Slaven Radunović, who also asked for a roll call vote.
This was followed by the reaction of DPS deputy Danijel Živković, who said that technical problems had already occurred during the voting, but that in those situations, the deputies responded verbally, publicly announcing that they had voted contrary to what the results showed.
"Please verify how it was, don't make a fuss in the Assembly," said Živković.
After his words, Đurović took a ten-minute break in order to check the technical equipment, so that in the continuation of the session she announced that the correctness of the equipment was established, and that the parliament did not establish the existence of a reason for the budget rebalancing to come into force due to urgency.
Bastijančić said that on September 30, the Assembly submitted the budget rebalance to the President, which he declared by decree on October 1, and sent to the President of the Assembly yesterday for timely publication in the "Official Gazette".
The Assembly added that yesterday the budget revision was submitted to the "Official Gazette" for publication.
Last Thursday's budget rebalancing as a whole was supported by 41 MPs of the old parliamentary majority, Liberal Party MP Andrija Popović voted against, while 13 MPs from DPS and BS abstained. Before the budget rebalancing proposal came before the MP from BS, "Vijesti" was told that it was needed, and that they would vote for it.
"We will support him because it is a responsible attitude towards all the financial obligations that await us", they stated earlier from BS.
After the vote, those from that party said, explaining why they abstained, that it was unacceptable for them to delete important capital projects in the north of the country through the rebalancing and that all "the negative effects of the populist policy led by the previous government will fall on the north of the country".
When the budget rebalancing comes into force, a basis will be created for the payment of an extraordinary increase in the minimum pension, payment of the debts of the Health Fund in order to normalize the supply of medicines, payment of part of the increased social benefits, payment of an extraordinary increase in wages in health and education...
