With the votes of the ruling parties, the councilors of the Municipal Assembly (SO) of Nikšić, after a two-day session, adopted the report on the execution of the budget for the period January-June this year, as well as the budget rebalancing for 2022, which will increase the budget by 1,3 million euros. .
The rebalancing was due to a donation from the city of Belgrade in the amount of two million euros, so instead of 23,7 million euros, the budget for 2022 was rebalanced to the amount of 25 million.
The main objection of the opposition was that the budget rebalancing is requested in a period of time when it is not possible to carry out capital works.
Member of the "European Team for Nikšić" Boris Muratović said that the rebalancing was adopted late, while his party colleague, Rajko Perović, pointed out that execution of capital expenditures as of June 30 was 17 percent, while with the rebalancing it will be 22,1 percent.
"When do we intend to implement the capital budget - in December? Who can carry out construction works in December", asked Perović, who assessed that the execution of the capital budget was below the minimum.
He said that the work of the municipal Agency for Design and Planning was very poor, which is why the implementation of several projects, such as the construction of a new fire station and a new building of the Faculty of Philology, was delayed.
The President of the Municipality, Marko Kovačević, said that the tender for the fire station will be announced at the beginning of November, and that the current local government raised the issue of the Faculty of Philology.
"As for the Philology Faculty project, it was sitting in a depot for ten years. We raised the issue, and you had time to highlight it. The tender for it will be announced at the beginning of the year. We did what was up to the local self-government." , said Kovačević.
Tanja Knežević Perišić also criticized the realization of capital investments so far and recalled the pre-election promises of the representatives of the current local government.
As she said, there are few projects, and those started by the former local government are difficult to implement.
"Apart from the arrival of a Russian to make vodka in Daka's plants, everything else is in the domain of the story," said Knežević Perišić.
The president of the SO, Nemanja Vuković, said that the current government in Nikšić implemented more projects in half a year than the previous one in a whole year, and that he was proud of the percentage of the realized program of the Democrats and the coalition "For the Future of Nikšić".
"I think that over 40 percent of the Democrats' program has been implemented, as well as that of the 'For the Future of Nikšić' coalition. We agreed on our programs and started to implement them, and we are only one year and five months into our mandate. Despite the obstacles we encounter and that we have encountered, we fulfill our promises. We have done a lot, and we will do more," said Vuković.
Explaining the report on the implementation of the budget for the period January-June 2022, the secretary of the Secretariat for Finance, Development and Entrepreneurship, Zoran Šoškić, said that the total receipts for the first six months of this year amounted to 8,4 million euros, while the expenditures were 10,1 million euros.
"In the year 2022, for the first six months, the total realized receipts are 1,5 million euros higher than for the observed period of 2021, while the expenditures made are higher by less than 80.000 euros... We can come to the conclusion that the Municipality performed very well in the past six months. As of today, we have 5,8 million euros," said Šoškić.
According to him, capital expenditures in the period January-June this year are 723.000 euros and are less than the same period last year by less than 340.000, and due to the geopolitical and internal situation in Montenegro, which produced inflation, the implementation of public procurement is, as said, it was extremely difficult
"This is also the reason why capital investments were very little. It is planned to realize close to a million euros by the end of the year, I think it will be realized and it will be one of the biggest achievements so far," Šoškić said.
The "European Team for Nikšić" coalition proposed amendments to increase the wages of local government employees by 15 percent, allocate funds for the organization of the Festival of Street Musicians that would be held before the New Year, increase scholarships for the best students and pupils by one hundred percent, and help from one hundred euros for pensioners with the lowest incomes. An amendment on the increase of scholarships was adopted, which was accepted by the President of the Municipality, so it was not voted on, while the other amendments did not pass.
Councilor of Democrats Anđela Peković, on behalf of the Club of Councilors "Democrats - Ne damo Nikšić-Demos", submitted an initiative for the institutionalization of May 12, Saint Basil's Day, and for it to be declared a holiday - the Day of the Patron Saint of the City, while the President of the Municipality Marko Kovačević proposed change of the Statute of the Municipality so that the Day of the Patron Saint of the city would be included in the holidays.
