The Audit Council gave a negative opinion on the concept of the Spatial Plan of Montenegro (PPCG), which will affect the further dynamics of the development of that strategic document.
This was officially confirmed to the "News" in the Ministry of Ecology, Spatial Planning and Urbanism, which is headed by the minister Ana Novaković Đurović.
PPCG should be adopted for the period until 2040, while the current plan was valid until 2020.
"PPCG will not be adopted until December 31 of this year, as determined by the decision and the contract on the development of that plan, so it will be necessary to make a corresponding change to the decision and draw up a new annex to the contract. The Ministry will do its utmost to pass this planning document in the shortest possible time, since it is a strategic document and the general basis for the organization and planning of the territory of Montenegro", they said in this department, without specifying what the new deadline could be. be for the creation of this strategic document.
The contract on the creation of the PPCG was concluded on August 6, 2020 with the manager expert team for the preparation of the document Svetlana Jovanović and according to him, the state should pay the expert team half a million euros for this work, of which, as the ministry said, 200.000 euros have been paid to date.
The contract defines that the money will be paid in five installments to the managers and members of the professional team, namely 20 percent after submitting the analysis of the current state of the organization, arrangement and use of space, 20 percent after submitting the PPCG concept, 30 percent after submitting the PPCG draft, 20 percent after submission of the PPCG proposal and 10 percent after the adoption of the PPCG Proposal.
"On the basis of the Agreement on the preparation of the planning document, the payment in the amount of 200 thousand euros has been realized so far. In 2020, the developer submitted the analysis of the plan, and in 2021, the concept of the planning document. The payment was made on the basis of the contract, 20 percent after the submitted analysis of the plan and 20 percent after the submitted concept of the plan," said the ministry.
The basic text of the Decision on the preparation of this document provided for a deadline for the PPCG to be completed within a year from the appointment of the plan manager, so that deadline expired on August 6, 2021. Then the deadline is moved to March 7, 2022, and then to December 31 of this year. In parallel with the changes to the decision where the deadline for amending this document is moved, the contract with the manager of the plan development is also annexed.
"Vijesti" asked the Ministry of Spatial Planning what the reasons were for the extension of the deadline for the preparation of the PPCG and whether it was the fault of the ministry or the manager of the preparation of the document.
"The extension of the deadline for the development of the PPCG was due to the reasons stated in the decisions that changed the original deadline for the development of the plan. As the reason for the first extension of the deadline for the preparation of the plan, a change in the dynamics of the preparation of the plan, caused by the suspension of the preparation of the plan, then communication problems caused by prescribed measures to combat the coronavirus pandemic, and the new organizational structure of the ministry after the election of the Government on December 4, 2020, were cited. The second extension of the PPCG deadline was due to unforeseen circumstances related to the application of the Law on Prevention of Corruption, which affected the appointment of a new Audit Council, which made it impossible to audit the concept of the Plan within the planned period.
At the end of February this year, Jovanović told Radio Montenegro that the PPCG will be completed by the end of this year.
PPCG is the starting point for the implementation of numerous other projects, such as the construction of the bridge on Bojana, which should connect Montenegro and Albania. This bridge was promoted by the current prime minister Dritan Abazovic it counts as infrastructure projects and must be recognized as such in this strategic document.
At the Government session on September 13, the Prime Minister said that the department headed by Novaković-Đurović should work faster. The minister asked Prime Minister Abazović in which part he should work faster, and the Prime Minister replied "in every part he should work faster, especially in the part related to construction inspection." In July 2021, the government of Prime Minister Zdravko Krivokapić rejected the proposal of the Minister of Ecology, Spatial Planning and Urbanism Ratko Mitrović to be appointed as the head of the PPCG development team Mirjana Nikolić and reappointed Svetlana Jovanović, who was the solution of the former Prime Minister Duško Marković's government.
This was announced by Mitrović and the then state secretary in that ministry Radovan Bojović at the control hearing at the Committee for Tourism, Agriculture, Ecology and Spatial Planning on the topic "Situation in the field of spatial planning in Montenegro" in July of last year.
The drafting of the State Spatial Plan and the General Regulation Plan was started by the former government and designated the bearers for those projects, but the ministry headed by Mitrović, after conducting an analysis, determined that the contractual obligations were not being respected, so it planned to terminate the contracts with Jovanović and Ksenija Vukmanović, who was the holder for the development of the General Regulation Plan (GRP).

The Ministry of Urban Planning told "Vijesti" that two million euros have been allocated from the state budget for the development of the General Regulation Plan (GRP).
"On the basis of the Agreement on the preparation of the planning document, the payment in the amount of 400 thousand euros has been realized so far. At the end of 2020, the processor of the planning document submitted the first phase of the analysis plan of the planning document, on the basis of which the payment of 20 percent of the contracted amount was realized," the ministry said.
The PGR was supposed to be completed in October of this year, but since it was certain that this would not happen, the Assembly voted in July to amend the Law on Spatial Planning and Building Construction, which postponed the deadline for the preparation of the PGR by one year.
